The Vermont Department of Health (VDH) is seeking an individual with human service experience to join the Quality, Compliance and Clinical Services Team as a Substance Use Program Manager, currently based at the Department of Health in Waterbury, Vermont. This position will join a collaborative team working with treatment and recovery programs receiving grant funds from the Division of Substance Use Programs (DSU).

This position is responsible for measuring the compliance of substance use disorder treatment and recovery services as it relates to established state and federal guidelines in an objective and comprehensive manner.

A successful applicant will be able to:

  • Write comprehensive reports that objectively reflects information provided and develop recommendations and/or requirements.
  • Work with organizations to develop improvement plans and oversee progress to ensure compliance.
  • Ensure that program review timelines are met.
  • Successfully facilitate meetings and actively listen to varying interests and perspectives.

AHS BACKGROUND CHECKS

Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re‑employment (RIF) rights.

Duties are performed in both a standard office and field settings. Private means of transportation must be available for required travel. Stress may be anticipated in dealing with emotional situations involving application of programs, especially in dealing with families and in the allocation of program resources.

Minimum Qualifications

Master’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health‑related fields AND one (1) year or more of experience in public health or human services related programmatic work including experience leading a team or project.

OR

Bachelor’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health‑related fields AND two (2) years or more of experience in public health or human services related programmatic work including experience leading a team or project.

OR

Two (2) years or more of experience as a Public Health Specialist II.

OR

One (1) year or more of experience as Public Health Specialist III.

Preferred Qualifications

Experience leading a team or project.
