OverviewThe Agency of Digital Services (ADS) Enterprise Project Management Office (EPMO) is seeking a skilled and collaborative Business Analyst II to join our team. In this role, you will serve as a vital bridge between business stakeholders and technical teams, driving the delivery of customer‑centric solutions across state initiatives. The ideal candidate possesses an advanced focus on mastering customer needs, balancing complex stakeholder requirements, and optimizing work processes for continuous improvement.
Functioning at an intermediate to advanced proficiency level across key thought and results‑oriented competencies, you will be responsible for breaking down organizational objectives into actionable initiatives, managing analysis risks, and introducing innovative, structured approaches to problem‑solving. As an IT Business Analyst, you will help enable positive change by defining and modeling processes and requirements within the context of formal projects and identify and apply appropriate business analysis tools and methods throughout the project lifecycle to support achieving business objectives and benefits.
ResponsibilitiesOther examples of work include:
- Gathering user requirements via interviews, workshops, site visits, and other methods.
- Working with stakeholders and project team to prioritize collected requirements.
- Analyzing and verifying requirements for applicability, consistency, completeness, and conformity to standards.
- Managing and tracking the status of requirements throughout the project lifecycle.
- Creating process models, specifications, and other diagrams.
- Identifying and documenting business rules.
- Communicating changes, enhancements, and modifications of business requirements to project managers, sponsors, and other stakeholders so that issues and solutions are understood.
The ideal candidate is self‑motivated, able to work under pressure to meet deadlines, is very customer‑service oriented, and has excellent verbal and written communication skills. The candidate has some experience in the use of MS Visio as well as project and software development tools such as Azure Dev Ops or Jira. He/she brings a foundational understanding of business analysis standards as defined by the International Institute of Business Analysis (IIBA), as well as the Agile Manifesto and scrum techniques, and has experience successfully applying those standards in a variety of project frameworks.
Preference will be given to candidates who hold one or more IIBA Certifications.
Minimum Qualifications:
Three (3) years or more of Business Analysis experience at a professional level.
Preferred Qualifications:
CCBA/CBAP certification;
Bachelor's or Associate's degree in an IT‑related subject.
A fingerprinted background check may be required.
As of July 12, 2026, the step 1 rate for pay grade 24 will be $29.73 per hour and the step 15 rate will be $46.49 per hour.
