Safety Manager – Heavy Civil Construction
ISS is seeking an experienced Safety Manager to support the Pajaro Project, a large-scale flood mitigation and environmental restoration project located in Watsonville, CA. This role will support heavy civil construction operations involving earthwork, concrete work, levee construction, utility relocations, and habitat restoration activities.
The ideal candidate is a hands‑on safety professional with strong field presence, civil construction experience, and the ability to build relationships with craft personnel, subcontractors, and project leadership while maintaining high safety standards in dynamic construction environments.
Project OverviewThe Pajaro Project includes the construction of more than 10 miles of new setback levees and associated floodplain improvements along:
Project Scope Includes:- Setback levee construction
- Floodplain reconnection
- Utility relocations
- Habitat restoration and environmental mitigation
- Heavy civil construction and environmental restoration activities
Current project status is approximately 20% complete.
Position SummaryThe Safety Manager will provide daily field safety oversight and support for construction operations involving:
- Earthwork
- Concrete operations
- Utility coordination
- Environmental restoration work
The role will support multiple trades including:
- Laborers
- Equipment Operators
- Conduct daily field safety inspections and audits
- Ensure compliance with OSHA, EM385, client, and site‑specific safety requirements
- Support implementation of project Health & Safety programs
- Participate in pre‑task planning, toolbox talks, and safety meetings
- Assist with incident investigations and corrective actions
- Monitor subcontractor safety performance and documentation
- Maintain accurate safety records and reporting
- Build strong working relationships with project teams and field personnel
- Promote a proactive safety culture across all project activities
- Minimum 5 years of safety experience in heavy civil or construction environments
- Army Corps of Engineers project experience strongly preferred
- EM385 certification or demonstrated EM385 experience required
- OSHA 30 certification required
- BCSP certification preferred
- CSP or CHST certification strongly preferred
- Bachelor’s degree in Safety, Construction Management, Environmental Health & Safety, or related field preferred
- Strong communication and leadership skills
- Experience supporting earthwork and concrete operations
- Heavy civil infrastructure projects
- Levee, flood control, or water resource construction
- Experience working with Army Corps of Engineers standards and expectations

Approximately 3 months - Schedule:
Monday–Friday with some Saturdays - Typical shifts: 10-hour days
- Overtime opportunities available
- Basic PPE provided onsite
- No specialized PPE required from ISS
- Computer and email access provided
- Consultant may operate company/project vehicles as needed
- Standard ISS background check required
