Environmental Compliance Supervisor

The ideal candidate will demonstrate expertise in managing U.S. Environmental Protection Agency (EPA) regulations under 40 CFR Part 403, including the general pretreatment regulations for existing and new sources of pollution. The candidate should possess a strong working knowledge of applicable federal, state, and local regulations governing wastewater pretreatment, hazardous waste management and disposal, and Municipal Separate Storm Sewer System (MS4) compliance requirements.

The successful candidate will have the ability to lead interagency and cross-functional collaboration, coordinating effectively across departments and with external stakeholders to ensure regulatory compliance, support program implementation, and advance pretreatment program objectives.

Under general direction, supervises, administers, and manages the sampling, monitoring, and reporting for the City's industrial waste pretreatment, waste minimization, and environmental compliance programs; conducts inspections of wastewater sources to ensure compliance with federal, state, and local pretreatment regulations; prepares a variety of reports related to environmental compliance operations and activities; and performs other related duties as assigned.

This job class functions at the full supervisory working level, which includes training, directing, coordinating, and formally evaluating the work of subordinate personnel and requires a working knowledge of current federal, state, and local regulations related to pretreatment of wastewater and hazardous waste disposal, and municipal separate storm sewer system (MS4) and industrial stormwater permitting. Also required is a thorough working knowledge of procedures for monitoring and testing a wide variety of pollutants in various media.

Examples of essential duties:

• Oversees and administers the City's environmental compliance program; monitors a variety of discharge and pretreatment systems; meets with industrial representatives to facilitate development or improvement of pretreatment systems.
• Participates in all phases of the City's Phase II MS4 NPDES permit and compliance with 40 CFR Part 403-General Pretreatment Regulations.
• Coordinates with other local government agencies to develop and implement multi-agency pollution prevention programs.
• Supervises inspections of industrial waste users for compliance with State and Federal standards. Directs and performs wastewater sampling for analysis, evaluates analytical results for regulatory compliance.
• Aids local industries and commercial firms in the development of waste-minimizing practices and water conservation techniques.

Knowledge of:

• Principles and practices of wastewater treatment processes.
• Wastewater equipment, pretreatment, and monitoring systems.
• Federal and State statutes, regulations, legislature and regulatory processes, programs and responsibilities related to solid, hazardous or industrial waste management. Principles of supervision, training, and performance evaluations.
• Procedures and materials used in chemical, biochemical, and bacteriological laboratory tests and analyses.
• Laboratory and confined space safety procedures.
• Methods and procedures used in monitoring sewer, stormwater, industrial discharge, and remediation systems.
• Methods for analyzing and determining appropriate fees and charges for sewer system users.
• Authorized non-stormwater discharges to the stormwater system
• Hazardous waste storage and reporting requirements.
• Appropriate sampling techniques for analytical chemistry.
• Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to:

• Effectively supervise and train lower-level staff to execute required operational and inspection duties in a safe and sound manner around solid, hazardous, or industrial waste.
• Direct field and technical personnel to achieve program goals.
• Organize and conduct sampling programs.
• Maintain a variety of records and prepare related reports.
• Understand, interpret, explain and apply laws, ordinances, rules and regulations.
• Identify unauthorized discharges of pollutants into the City's stormwater system.
• Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
• Adapt to changing technologies and learn functionality of new equipment and systems.
• Meet the mental, visual, and physical requirements such as to safely and effectively perform required duties.
• Develop and deliver engaging pollution prevention training programs for city staff to ensure regulatory compliance and implementation of best management practices for stormwater and wastewater.
• Communicate clearly and concisely both orally and in writing.
• Establish and maintain effective working relationships with others.
