Job Description
Position Summary

Provide oversight for permit coordination, review, tracking and compliance monitoring. Facilitate engineering plans, site visits of proposed projects, final inspections and closeout, and attend pre‐construction meetings.

Primary Duties and Responsibilities
  • Field inspections of utility, driveway, special use, drainage, house moving, road closure and landscaping permits during and after construction to ensure conformance with state Department of Transportation regulations and specifications.
  • Act as a company representative in providing information to DOT regarding permit policy and coordinate problems between FSNA‑TI, the public, utility companies and the DOT. Requires frequent contact with the public and surrounding utility engineers and contractors.
  • Serve as a subject matter consultant for maintenance of traffic, utility conflicts and erosion control. Review plans for roadway and right‑of‑way encroachment based on administrative rules such as vegetative rules, private right‑of‑way usage, use of state highway facilities, signs, utility installation, building moving permits, temporary closures and special use of state roads, drainage connections, and state highway system access management.
  • Coordinate or conduct field reviews of proposed installation project sites to identify influencing factors not previously disclosed.
  • Perform condition assessment of pavements, signs, guardrails, tunnels, bridges, vegetation and other contract requirements. Schedule and coordinate work accordingly.
  • Present and work every day on time.
  • Inspect in‑process and completed work to ensure compliance with contract requirements.
  • Respond to incident emergencies when on call and assist in coordinating on‑site responders. Report accidents/injuries (actual and near misses).
  • Manage, monitor and control highway project equipment and materials.
  • Identify opportunities for changes and improvements in work methods, processes, efficiency and cost reduction.
  • Create and manage successful completion of all work orders.
  • Ensure accurate and timely completion and entry of work reporting and timesheets. Prepare other reports and correspondence as necessary. Enter data into EZRI.
  • Identify, qualify subcontractors and negotiate contract parameters with sub‑contractors.
  • Assist and monitor routine work plan activities such as traffic control and maintenance work.
  • Perform all other duties as assigned.
Knowledge, Skills & Abilities
  • Skill in reading and interpreting plans, specifications, design standards and manuals.
  • Skill to analyze, interpret and plot survey data.
  • Skill to communicate technical information effectively, verbally and in writing.
  • Skill to operate a personal computer. Must be able to lead a team without direct reporting responsibilities; teamwork skills are necessary.
  • Highly developed sense of safety awareness and perceptive ability.
  • Willing to commit to working injury‑free and recognize hazards inherent in routine and non‑routine tasks and adjust to avoid loss, injury or accident.
  • Ability to communicate safety instructions to co‑workers.
  • Ability to think clearly and focus on safety while properly using equipment as instructed.
Education and Experience
  • High School or GED required;
    Bachelor’s Degree preferred.
  • Experience in a related industry preferred.
  • Clean, valid driver’s license, Class E required.
  • FDOT CTQP certificates preferred.
  • DOT certifications preferred.
Work Conditions / Physical Demands
  • Employee is regularly required to sit for long periods and occasionally stand or walk for short periods.
  • Use hands and fingers; reach with hands and arms.
  • Vision abilities include close and distance vision and the ability to adjust focus.
  • Must practice safe work methods to remain accident and injury free.
  • Must recognize hazards inherent in routine and non‑routine tasks and adjust to avoid loss, injury or accident.
  • Duty usually performed in a field environment.
  • Noise level in the work environment is usually moderate.
