Introduction

The Wisconsin Department of Transportation, Division of Transportation System Development is seeking a Region Programming Engineer (Civil Engineer Transportation Advanced) in the Planning Section of the Southeast Region. This position offers a hybrid work schedule. The position will be headquartered at and required to work from the Waukesha State Office Building at least 2 days per week.
All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position SummaryThis position will perform advanced, independent and innovative technical and financial functions of a professional engineering nature along with responsible administrative and management functions in the development of the region’s improvement programs. This includes both the Resurfacing, Reconstruction, and Reconditioning (3R) Program and Backbone Program. The 3R and Backbone Programs are collectively known as the State Highway Rehabilitation Programs (SHR). Other activities include involvement in special studies and development of reports related to the financial management of the region.
Assist the supervisor in development and implementation of region objectives by reviewing proposed policy and in recommending procedural changes. Interpret and enforce applicable statutes and administrative rules at the region level. All work functions are performed under the guidance of, and in accordance with, Wisconsin Statutes and Administrative Rules; when federal funds are involved, then in accordance with Federal Regulations.
Daily work activities include engineering and economic analyses, providing financial, as well as formulating recommendations to region and statewide stakeholders to ensure optimum benefit/cost from department resources and assets. The essential functions of this job are to develop, implement and monitor the region’s SHR Programs. This requires reading and math comprehension, advanced knowledge of spreadsheets and interpreting data, technical writing skills, verbal communication skills and a basic knowledge of accounting.
