** The following duties are typical of this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned.
* Perform complex legal research, investigations and analysis with regard to a wide range of legal, legislative, policy, and administrative matters; provide timely, accessible and sound legal advice on legal issues arising in the context of healthcare administration, risk management, governance and parliamentary procedure, privacy and public information, ethics and conflicts of interest, fiscal accountability, employment law, and other legal matters.

This includes advising the Executive Director on the practical aspects of applicable laws and any associated risks to foster strategic thinking and decision making.
* Prepares and drafts legal memoranda and other legal documents for filing in administrative and other legal matters; provides oral and written reports and recommendations on findings and outcomes to the North Central Health Care Executive Director and/or Governing Board or directly to other Executives when appropriate, and makes recommendations for action and implementation.
* Prepares witnesses needed for litigation involving the agencies or departments and their programs.
* Writes persuasive letters and briefs and informative memos, opinions, and letters.
* Negotiates settlement terms with parties or attorneys.
* Reviews and responds to written and verbal requests for information, clarification, scheduling, opinions, and general assistance.
* Researches and delivers legal opinions related to agency/county programs, practices, and procedures, and proposed legislative changes.
* Responsible for projects assigned regarding the development, negotiation and maintenance of contracts on behalf of North Central Health Care.
* Educate NCHC Management on contract review requirements.
* Provide legal assistance as to internal and external federal, state and industry compliance activities.
* Ensure that transactions are consistent with federal, state, local and contractual compliance obligations.
* Assist in the review and development of NCHC policies.
* Provide legal advice and assistance to the NCHC Board on Board legal matters.
* Provide day-to-day legal advice to management and department staff on a wide array of topics, including, but not limited to, individual case needs, court requirements, and policy and procedure development.
* Develops solutions to legal and operational issues that add value for NCHC, its customers, and Langlade, Lincoln, and Marathon counties.
* Performs other duties as assigned.

* Qualifications:

** Juris Doctorate from an ABA accredited school, State of Wisconsin Law License and two (2) years of active legal practice work required.  Legal practice experience in the fields of business, health care, government, or compliance law preferred.  Equivalent combinations of job related education and experience may be considered.

Valid driver’s license and a driving record that meets County standards.
** Knowledge, Skills, and Abilities:
*** Knowledge of health care, business and governmental state and federal laws and regulations.
* Knowledge and experience directly related to a hospital setting, health care environment, or law firm, with practice primarily focused on business, government, and/or health law related issues.
* Knowledge and comprehensive understanding of governmental organization, legislative procedures and of municipal public law applicable to County government.
* Ability to determine the adequacy and accuracy of pleadings, briefs, and opinions.
* Ability to provide reliable and sound legal counsel in the various fields of municipal law.
* Ability to contribute to a positive work culture that fosters excellent customer service and teamwork.
* Skill in both public and interdepartmental relations.
* Ability to deal tactfully with the public and representatives of other governmental units.
* Ability to communicate effectively both orally and in writing, including presentation of evidence and arguments before the court.
* Initiative and the capacity for originality and analytical thinking and independent work.
* Understands the County's and department's mission, core values, plans, and priorities for the future.
* Ability to be a positive leadership role model for all employees in a manner consistent with the County's mission, vision, cultural expectations, and core values.
