Position SummaryThe Assistant Corporation Counsel is an attorney position in the Marathon County Office of Corporation Counsel whose primary responsibility is to provide legal services to North Central Health Care—a multi‑county entity in which Marathon County is a partner that delivers services on behalf of Marathon, Langlade, and Lincoln counties, and to provide legal support services to Marathon County as directed by the Corporation Counsel.
Under the direction of the Corporation Counsel and North Central Health Care Executive Director, this position would provide North Central Health Care with general legal services, including contract review, risk analysis, compliance assistance, and employment law advice, with the ability to provide assistance with litigation matters as necessary. The position provides legal advice and counsel to North Central Health Care administration and clinical staff regarding legal matters, including contract review, informed consent, privacy, disclosures to law enforcement and other state and federal agencies, medical staff issues (including peer review), and regulatory rule interpretation and compliance requirements.
The position may also assist the Corporation Counsel with providing general legal advice to County Departments, committees, commissions, and boards. Additional legal duties may be assigned under the direction of the Corporation Counsel.

Perform complex legal research, investigations and analysis with regard to a wide range of legal, legislative, policy, and administrative matters; provide timely, accessible and sound legal advice on legal issues arising in the context of healthcare administration, risk management, governance and parliamentary procedure, privacy and public information, ethics and conflicts of interest, fiscal accountability, employment law, and other legal matters. This includes advising the Executive Director on the practical aspects of applicable laws and any associated risks to foster strategic thinking and decision making.
Prepares and drafts legal memoranda and other legal documents for filing in administrative and other legal matters; provides oral and written reports and recommendations on findings and outcomes to the North Central Health Care Executive Director and/or Governing Board or directly to other Executives when appropriate, and makes recommendations for action and implementation.
Prepares witnesses needed for litigation involving the agencies or departments and their programs.
Writes persuasive letters and briefs and informative memos, opinions, and letters.
Negotiates settlement terms with parties or attorneys.
Reviews and responds to written and verbal requests for information, clarification, scheduling, opinions, and general assistance.
Researches and delivers legal opinions related to agency/county programs, practices, and procedures, and proposed legislative changes.
Responsible for projects assigned regarding the development, negotiation and maintenance of contracts on behalf of North Central Health Care.
Educate NCHC Management on contract review requirements.
Provide legal assistance as to internal and external federal, state and industry compliance activities.
Ensure that transactions are consistent with federal, state, local and contractual compliance obligations.
Assist in the review and development of NCHC policies.
Provide legal advice and assistance to the NCHC Board on board legal matters.
Provide day‑to‑day legal advice to management and department staff on a wide array of topics, including, but not limited to, individual case needs, court requirements, and policy and procedure development.
Develops solutions to legal and operational issues that add value for NCHC, its customers, and Langlade, Lincoln, and Marathon counties.
