TDI Technologies is seeking a Program Management Analyst (ANM3) to support PMS-339 LCS Surface Training Systems, Technical Division. A successful candidate for this senior level position can independently execute complex assignments, lead coordination across multiple stakeholders, and provide guidance to program teams with minimal supervision. This role is responsible for supporting T DIV programming, planning, budgeting, execution, and lifecycle sustainment of Littoral Combat Ship (LCS) trainers and LCS training devices as well as providing mentorship and guidance to junior analysts, while ensuring compliance with applicable Navy and DoD policies.
The position will also require the candidate to directly engage with Navy leadership across the Program Management (PAPM/APM) enterprise.

Program Management Analyst Requirements- Lead advanced analysis, refinement, and strategic validation of LCS surface training systems requirements in support of PMS 339 objectives.
- Provide analysis, recommendations and consultation support with regards to all aspects of LCS trainer delivery; resolve competing priorities and assess scope, schedule, and resource impacts to maintain alignment with program objectives.
- Identify LCS trainer cost, schedule, and performance issues; recommend and implement mitigation strategies; brief leadership on technical and programmatic decision points and work with a plethora of Surface Training stakeholders.
- Lead coordination with PMS 339 stakeholders to align program execution, schedules, reporting, and governance actions across the portfolio.
- Maintain leadership visibility into funding, milestones, and execution status to support informed decisions and timely escalation.
- Oversee assigned products and deliverables to ensure they meet quality, format, traceability, and accuracy standards before submission.
- Provide guidance and direction to junior analysts or support personnel as assigned by the program lead.
- Review task outputs, assign follow-up actions, and maintain accountability across the support team.
- Lead Program Management for all training system development efforts, including planning, integration, and delivery and provide recurring PMS 339 status updates.
- Maintain oversight of cost, schedule, performance, and risk using IMS, briefs, and project tracking tools.
- Develop and maintain essential program documentation, including TRDs, TSRAs, NTSPs, MPT Plans, and acquisition artifacts.
- Coordinate stakeholder engagement across IPTs (STAVE, RRL), RAWGs, SWTC, Ship Class meetings, and Learning Centers.
- Execute integrated development of IMI, VT/PTT, performance videos, and classroom modernization packages.
- Lead analysis and validation of RRL initiatives, including Career Long Learning Continuum (CLLC) and Work Plan assessments.
- Support TRD/TSRA development and facilitate Requirements Analysis Working Groups (RAWGs).
- Conduct training investment and ROI analysis for SWTC and stakeholder presentations.
- Recommend improvements to RA processes, tools, and reporting methodologies.
- Lead complex execution tasks, including schedule tracking, deliverable monitoring, issue follow-up, and coordination of interdependent activities.
- Identify risks, dependencies, delays, and performance concerns early and develop recommended mitigation strategies.
As a senior Program Management Analyst, you will operate at the intersection of requirements development, program execution, and stakeholder decision‑making, ensuring that MPT products are accurate, actionable, and aligned with fleet readiness objectives. You will help guide operational needs in support of the training systems that prepare sailors to perform in complex environments. The position strengthens operational readiness by keeping Navy program priorities, activities, and stakeholders aligned across PMS 339 programs.
