Government Pricing Leader
IQVIA's Market Access & Technology Solutions practice is seeking a Government Pricing Leader to help lead engagements at the intersection of regulatory compliance, tooling/automation, and commercial enablement. This leader will own complex client programs, drive solution design and delivery, and shape winning RFP responses and SoWs. The ideal candidate blends deep functional GP/market access expertise, a strong technical engineering mindset, and a project delivery orientation with crisp client communication.
Time Allocation (40/40/20):
- 40% – Tool Development & Enablement:
Design, prototype, and operationalize tools, data pipelines, automations, and analytics accelerators that improve regulatory reporting, audit readiness, and operations at scale. - 40% – Project/Program Delivery:
Lead multi-workstream client engagements, ensure on-time/on-budget delivery, and serve as the accountable owner for quality, risk, and outcomes. - 20% – Business Development:
Own/shape RFP responses, develop SoWs and pricing, conduct solutioning workshops, lead demos, and contribute to thought leadership and practice growth.
Key Responsibilities:
1) Regulatory Compliance Leadership (Government Pricing & Related)
- Serve as the functional authority on AMP, BP, ASP, Best Price validations, NFAMP/FCP, MDRP, and 340B/CE/covered entity eligibility, including policy interpretation and impact assessment.
- Advise on VA/DoD/FSS, Tricare, and State Price Transparency obligations, timelines, and reporting triggers; establish compliance roadmaps and internal controls.
- Design and review SOPs, playbooks, data quality checks, and audit evidence; oversee root-cause analyses and remediation plans.
- Partner with clients to align business rules, data lineage, and cross-functional dependencies (Trade, Finance, Contract Ops, IT, Legal, QA) for end-to-end compliance.
2) Tooling, Data & Analytics (40%)
- Architect and deliver automation for calculations, validations, and submissions (e.g., GP/Medicaid, 340B, VA), including Python/SQL-based pipelines and reproducible analytics.
- Build reference data frameworks (e.g., MDM, product/customer hierarchies), implement version control (Git) and CI/CD practices, and enforce testing/QA standards.
- Create reporting and alerting (Tableau/Power BI/Looker) for compliance KPIs, variance analysis, and executive dashboards.
- Collaborate with engineering to optimize cloud data platforms (AWS/Azure/GCP), storage, and performance; document technical designs and runbooks.
3) Project & Program Delivery (40%)
- Lead discovery, roadmap, and implementation across Model N/Revitas/GP Platforms, custom calculators, and integrations with ERP, chargeback, and data lake ecosystems.
- Define scope, milestones, and acceptance criteria; manage risks, issues, and dependencies; ensure on-time/on-budget delivery and high client satisfaction.
- Coach and develop cross-functional teams; set quality bars, conduct design reviews, and institutionalize repeatable delivery patterns and accelerators.
- Translate regulatory changes into actionable project plans and change management.
4) Business Development & Practice Growth (20%)
- Own RFP development end-to-end: solution strategy, win themes, response authoring, compliance matrices, and executive summaries.
- Draft Statements of Work (SoWs), effort estimates, and pricing; align commercials with delivery realities.
- Lead client demos, POCs/pilots, and orals; contribute to case studies, thought leadership, and practice assets.
- Build senior relationships with client sponsors and ecosystem partners; identify expansion opportunities.
Required Qualifications
- 12+ years of experience in Life Sciences (manufacturer, consulting, or technology provider), with 5+ years focused on Government Pricing/MDRP, 340B, VA/DoD/FSS, Tricare, and/or State Price Transparency.
- Demonstrated ownership of complex GP calculations, validations, submissions, and audits, including cross-functional program leadership.
- Technical background with proficiency in Python and SQL; working knowledge of one or more: R, Java, C#/.NET, Scala, or VBA.
