Primary Purpose

Provide instructional leadership and program management for CCISD's Title I Family Literacy Program, ensuring high-quality adult education, family engagement, and children's literacy services that align with grant requirements, district priorities, and participant needs across all program sites. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.

Qualifications Education/Certification

A Valid Texas Teaching Certificate is required.

Bilingual Certification is required.

Background or training in Adult Education – recommended but not required.

Special Knowledge and Skills

Effective communication, public relations, and interpersonal skills.

Knowledge of district goals, policies, and procedures.

Ability to develop needed professional skills appropriate to the job assignment.

Bilingual preferred.

Experience

Minimum of 3 years successful experience as a classroom teacher.

Major Responsibilities and Duties
  • Provide leadership in the areas of adult education, family literacy, recruitment of program participants, and family engagement.
  • Entry of data and maintenance of records, use of data to evaluate program needs, administration of all required assessments, monitoring participant progress and documenting gains and level completions, professional growth and development.
  • Develop a monthly timeline of expenditures (including salaries, materials, and supplies) to ensure that funds are used to meet the intent and purpose of the program by the end of the grant period.
  • Ensure that the program is cost effective and that funds are managed prudently in alignment with the policies and procedures in CCISD’s Grant Manual.
  • Coordinate appropriate project teams for program development, including identifying, screening and securing student and adult volunteers.
  • Maintain all program documentation in compliance with Title I and departmental guidance.
  • Provide for development and implementation of short and long-range plans for achieving instructional goals and objectives.
  • Design, implement, and continuously evaluate all components of the Family Literacy Program to ensure alignment with grant requirements, district priorities, and participant needs.
  • Develop and refine program structures, instructional models, and support systems to increase participant engagement, retention, and successful outcomes.
  • Make presentations to volunteers and community groups about the program to grow awareness and participation in the program.
  • Organize and execute six (6) campus learning events each year in partnership with the Title I Specialist.
  • Identify opportunities for program expansion, enhancement, and continuous improvement through creative problem-solving and strategic planning.
  • Assist all adult education teachers with instructional program development.
  • Perform on-site observations of instructional programs at all sites on a regular basis.
  • Maintain up-to-date databases that track contact hours, assessment data, attendance trends/patterns (by site and by teacher).
  • Track necessary reporting data and submit reports that are accurate and on time.
  • Meet with the Federal Programs staff monthly to coordinate program activity with the rest of the district’s Title I program goals.
  • Monitor and evaluate services provided by the Children’s Literacy component of the program.
  • Review and analyze participant data to identify site specific needs, for improved student performance and the effectiveness of the program.
  • Collaborate/coordinate efforts with program partners and stakeholders.
  • Stay abreast of trends, policies and procedures for Adult Literacy Programs.
  • Perform other tasks and assume other responsibilities as assigned by the Director of Federal Programs.
  • Stay up-to-date professionally through the selection of quality staff development opportunities for personal growth.
  • Research district policy, precedent, and current practices prior to taking action.
