Payroll Manager
INSPYR Solutions is partnered with a large, well-established company in Southeast Houston that is seeking an experienced Payroll Manager to lead and oversee end-to-end payroll operations. This role is responsible for managing weekly payroll for both union and non-union employees while ensuring compliance with federal, state, and collective bargaining requirements. The Payroll Manager will serve as a subject matter expert, strategic partner, and hands‑on leader who ensures accuracy, timeliness, confidentiality, and continuous improvement across payroll processes.
This position works cross-functionally with Finance, HR, Operations, and external partners and plays a critical role in maintaining employee trust and operational excellence.
Key Responsibilities- Lead and manage weekly payroll processing for approximately 600 union employees and salaried/office staff
- Own payroll operations from timekeeping validation through final payroll submission using ADP
- Ensure compliance with all federal, state, local, and union contract requirements
, including deductions, garnishments, benefits, and special pay rules - Review, audit, and approve payroll calculations including wages, overtime, taxes, benefits, and employer liabilities
- Serve as the escalation point for complex payroll issues, discrepancies, and union-related inquiries
- Maintain and update payroll records related to job changes, transfers, benefits, exemptions, and deductions
- Prepare and analyze payroll reports related to earnings, taxes, deductions, leave, and labor costs
- Partner with Finance and Accounting on payroll reconciliations, audits, and month‑end activities
- Develop, document, and enforce payroll policies, procedures, and internal controls
- Ensure strict confidentiality and data integrity across all payroll activities
- Provide leadership, guidance, and support to payroll staff or cross‑functional partners as needed
- Identify opportunities for process improvement, system optimization, and risk mitigation
- Support special projects, system updates, audits, and initiatives as assigned by senior leadership
- 8+ years of progressive payroll experience
, with demonstrated ownership of complex payroll environments - Union payroll experience (required)
- Hands‑on experience processing payroll for large employee populations (600+ employees)
- ADP payroll system experience (required)
- Strong working knowledge of payroll tax regulations, wage and hour laws, and labor agreements
- Proven ability to manage deadlines in a high‑volume, fast‑paced environment
- Advanced proficiency in Microsoft Excel and MS Office
- High level of accuracy, discretion, and attention to detail
- Excellent communication and stakeholder management skills
- Ability to lead payroll operations with minimal oversight
- Strong analytical, problem‑solving, and troubleshooting skills
- Ability to manage multiple priorities while maintaining service standards
- Exceptional written and verbal communication skills
- Strong customer‑service mindset with the ability to navigate sensitive payroll matters professionally
- Proven ability to interpret and apply complex policies, procedures, and labor agreements
