The West Virginia Division of Corrections is seeking a detail-oriented professional for the position of NCIC Operator & Records Specialist. Operating under general supervision, this position performs advanced-level clerical work in a quasi-legal setting within our Central Office. The successful candidate will bear primary responsibility for managing critical law enforcement data entry and maintaining strict system compliance. This includes entering all West Virginia parole absconders, as well as any inmates inadvertently or erroneously released from the custody of the WV Division of Corrections or holding jurisdictions, into the NCIC terminal and our internal computer system (OIS) within 48 hours of a warrant being signed by the Commissioner.
Additionally, the operator must respond efficiently to Hit Confirmation Requests, clear entries from the NCIC system the next operational day after an absconder is booked into a penal facility, update OIS with the tracking arrest data, and distribute copies of required NCIC documents directly to the Charleston Correctional Center Command Center and the Parole Office.
Beyond active warrant tracking, this role serves a vital function in agency compliance, security, and external communication. The position is responsible for running mandatory monthly validations required by the WV State Police WEAPON Office, as well as conducting NCIC background checks on prospective Central Office employees and contract workers, alongside recurring background checks on existing Central Office personnel every five years.
The operator also handles administrative inquiries by processing Work Opportunity Tax Credit (WOTC) and Child Support requests. Finally, this position requires strong analytical and tracking skills to perform essential file management duties, which include updating inmate files to accurately reflect amended Maximum Parole Dates due to abscond time or the restoration of good time, and properly closing out official files as inmates reach their final discharge.
- In accordance with SPB 3088 effective 10/7/23, $5000 will be added to the minimum starting rate of pay for all classifications within a Critical Vacancy Pay Supplemental Facility. Critical Vacancy Pay Facilities:
Huttonsville Correctional Center and Jail, Mount Olive Correctional Complex and Jail, Western Regional Jail and Corrections Facility, Northern Correctional Facility (including Ohio County Correctional Center), Northern Regional Jail and Correctional Facility, Chick Buckbee Juvenile Center, Vicki Douglas Juvenile Center, Potomac Highlands Regional Jail and Correctional Facility, and Eastern Regional Jail and Corrections Facility (including Martinsburg Correctional Center) (SPB 3088) - Employees in this classification shall receive an annual base building pay differential each fiscal year of $250 after completing one year of service.
- If an employee is hired into a Critical Vacancy Pay Facility (CVPF) and leaves the facility, the additional pay differential of $5,000 shall be removed from their salary, unless transferring to another CVPF.
Graduation from a standard high school or the equivalent.
ExperienceTwo (2) years of full-time or equivalent part-time paid experience performing routine office work or customer-facing roles.
SubstitutionCollege hours, related business school, or vocational training may be substituted through an established formula for the required experience.
