Associate Director, Digital Learning Infrastructure

Introduction

On 1 April 2026, NHS National Services Scotland and NHS Education for Scotland merged to create Public Services Delivery Scotland (PSD Scotland). This new organisation will support the renewal and long‑term sustainability of health and care services across Scotland.

PSD Scotland is a remote‑friendly employer with staff based throughout Scotland. We support office‑based and hybrid working arrangements and welcome conversations about alternative working patterns.

Fixed‑term, full‑time, 36 hours per week. Fixed‑term or secondment until 31 March 2028.

Applicants must have eligibility and entitlement to work in the UK, which must be maintained throughout employment.

PSD Scotland unites expertise from NES and NSS to accelerate national programmes and support the NHS in delivering better care. The NHS Scotland Academy, Learning and Innovation directorate was formed in 2023 to advance learning and innovation across the health and social care workforce.

As Associate Director, you will provide strategic leadership for the development and application of technology‑enabled learning and emerging innovations. You will translate ambition into practical, high‑impact delivery across national programmes and partnerships.

• Provide strategic leadership for technology‑enabled learning and innovation at national scale.
• Translate emerging opportunities such as AI into clear, ethical and effective action.
• Build and manage partnerships, influencing senior stakeholders across organisational boundaries.
• Lead through complexity and ambiguity, delivering measurable outcomes.
• Support nationally connected approaches to learning, workforce development and innovation across health and social care.

• Experience of leading strategic learning technology, digital learning, innovation or transformation in large health or public sectors.
• Strong knowledge of emerging technologies, including AI, and judgement to apply them responsibly, ethically and effectively.
• Proven ability to build trusted partnerships and influence across national, regional and organisational boundaries.
• Experience developing innovative learning models, workforce capability programmes or new pathways that respond to current and future system needs.
• Ability to lead through complexity and ambiguity, translating strategic ambition into practical, deliverable and measurable outcomes.
• Demonstrated honesty, integrity, care and compassion when dealing with others, with tact and persuasion skills.
• Ability to work on own initiative, organise and prioritise own workloads, and meet strict deadlines.
