Job Goal: The Finance and Operations Manager provides high-level administrative and analytical support to the Assistant Superintendent for Finance and Operations. The position combines confidential administrative responsibilities with financial and operational analysis and includes direct supervision of the District Registrar. The manager carries out assignments that extend the work of the assistant superintendent and plays a key role in supporting effective district operations, budgeting, collective bargaining, enrollment management, and staff/community communication.
Core Responsibilities
Financial & Operational Analysis
- Collects, organizes, and analyzes financial, enrollment, and operational data to support decision-making.
- Prepares reports, presentations, and forecasts related to budget, collective bargaining, staffing, enrollment, capital planning, and external funds.
- Tracks district expense and personnel budgets, external funds budgets, staffing records, and monthly financial summaries.
- Assists in preparing materials for collective bargaining, contract negotiations, and union-related data analysis.
- Provides cost-benefit analyses and supports the evaluation of programs, services, and operational initiatives.
- Prepares staffing data, salary and full-time equivalency (FTE) analyses, and personnel reports for collective bargaining and budget planning.
- Coordinates with Human Resources staff regarding personnel matters to ensure consistency of records and processes.
- Manages the annual budget development process by overseeing timelines, collecting and reviewing data, and guiding the preparation and production of the budget document.
- Manages the calendar, meetings, correspondence, and communications for the Assistant Superintendent.
- Screens inquiries, drafts responses, and resolves issues independently whenever possible.
- Prepares and processes administrative paperwork, reports, and presentations. ? Responds to inquiries from staff, families, Town officials, and external partners on behalf of the Assistant Superintendent, often involving confidential or sensitive information.
- Maintains high standards of confidentiality in handling policy development, personnel information, collective bargaining projections and strategy, student data, and legal matters.
- Provides direct supervision and oversight to the District Registrar, ensuring accuracy and timeliness of student enrollment and records.
- Works collaboratively with the Registrar to support enrollment projections, residency verification, and compliance with state reporting requirements.
- Reviews and monitors enrollment data to ensure consistency and accuracy for district wide planning and decision-making.
- Coordinates district facility and operational data for committees and planning purposes.
- Serves as liaison with the Facilities Management Department (FMD) regarding district facility needs.
- Coordinates food service audits, DESE reviews, and related compliance processes on behalf of the Assistant Superintendent.
- Oversees insurance filings and claims in collaboration with the Town and insurance providers.
- Bachelor's Degree required;
Master's in Educational Administration, Business Administration, Accounting, or Finance preferred. - Advanced skill in Microsoft Office (Word, Excel, PowerPoint); proficiency in database management and forecasting tools.
- Strong analytical skills with the ability to translate complex data into actionable insights.
- Knowledge of MUNIS or comparable financial management systems preferred.
- Excellent oral and written communication and interpersonal skills.
- Ability to prioritize independently, manage multiple projects, and meet deadlines.
- Ability to foster collaborative, professional relationships.
- High level of discretion and ability to safeguard confidential information.
- Such alternatives to the above qualifications as the Assistant Superintendent may deem appropriate and acceptable.
- Successful completion of a Criminal Record Check (C.O.R.I.), Sexual Offender Record Check (S.O.R.I.), and fingerprinting.
