To outline essential job duties, qualification requirements and working conditions for the position of Accountant.
Responsibilities- Prepares portions of the Annual Financial Report, including technical footnote analysis and changes in financial position in conformance with generally accepted accounting principles (GAAP).
- Performs a variety of professional accounting duties including cost allocation, journal entry preparation, account analysis, internal auditing, cash management reconciliation, capital asset analysis, project accounting, forecasting and special projects as assigned.
- Performs daily cash receipt reconciliation and posting.
- Serves as the insurance claims liaison between City departments and the City’s risk pool to monitor claims and report changes in property liability values.
- Analyzes, reconciles and prepares a variety of complex financial statements and subsidiary reports related to specific functions; draws conclusions and makes appropriate recommendations to management.
- Provides technical accounting and internal system control guidance to appropriate City personnel.
- Reviews and recommends changes to City accounting policies and systems to ensure conformance with GAAP and State Budgeting, Accounting and Reporting Systems (BARS).
- Audits transactions to ensure compliance with laws, codes and regulations governing regulatory and municipal accounting.
- Serves as Disability Board Secretary.
- Analyzes, prepares and performs assigned accounting tasks related to the budget.
- Prepares, reviews and submits a variety of financial reports to local, state and federal regulatory agencies and government offices. Ensures deadlines are met.
- Works with other departments and outside agencies as needed to coordinate projects, resolve problems, provide information, explain accounting procedures and discuss data anomalies.
- Prepares monthly financial, investment, economic indicator and construction project reports.
- Reviews payroll against timesheets, personnel action notices and benefit policies.
- Serve as back-up to payroll, accounts payable, purchasing and cash receipts as needed.
- Assists with reconciliation and reporting of grant revenues.
- Performs other duties as assigned.
- Bachelor’s degree in accounting, finance or related field.
- Two years of increasingly responsible experience in professional accounting. Governmental fund accounting experience preferred.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook and Access).
- A valid Washington State Driver License may be required depending on assignment.
- The field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in this job description.

- Safety and security hazards, precautions, standards, policies and procedures.
- Ensure strict confidentiality as required and sensitive information is handled appropriately.
- Represent the City by maintaining a professional approach and demeanor in all activities.
- Prepare financial statements and comprehensive accounting reports.
- Utilize accounting and budgetary practices and terminology applicable to City accounting.
- Be attentive to detail and maintain a high degree of accuracy.
- Plan, organize, prioritize and coordinate work assignments. Work effectively in a multi-task environment with constantly shifting priorities. Take appropriate initiative. Meet critical deadlines.
- Use tact, discretion, respect, persuasion, diplomacy and courtesy to gain cooperation of others and establish and maintain effective teams and professional relationships and rapport with elected officials, management, employees, representatives of other entities and the public.
