Position Overview
Administrative Regulations Analyst 4 (Cannabis Compliance Consultant Supervisor).
Location:
Western Washington; counties Thurston, Lewis, Cowlitz, Kitsap, Clark. Reports directly to the Education Program Manager. The role is part of the Enforcement and Education Division and involves leading a team of Administrative Regulation Analyst 3 (Compliance Consultants) in education of Washington state liquor, tobacco, vapor and cannabis laws.
Position currently eligible to telework and requires in‑office presence at least two days per week based on business needs. Essential functions include in-person interaction with licensees and stakeholders.
Responsibilities- Provide expert guidance and training to ARA 3 staff and other Division staff, ensuring policy compliance.
- Conduct performance management for subordinate staff, including expectations, evaluation, mentoring, counseling, and corrective action.
- Assign staff to education projects, manage timelines, and report status to the Education Manager and command staff.
- Coordinate, monitor, and evaluate consultant outreach expectations and measurables set by the education program.
- Investigate complaints from licensees, agencies, and the public regarding conduct and behavior.
- Assess training needs, arrange and provide instruction, resolve staff issues, and recognize employees.
- Supervise pre-scheduled field visits to licensed cannabis producers, processors, retailers, transporters, registered cooperatives, and certified laboratories.
- Lead inspections, identify workplace hazards, and discuss compliance with licensees.
- Ensure consistency of education delivery statewide and resolve messaging discrepancies with officers.
- Organize and model best practices for scheduled inspections of licensed establishments.
- Prepare reports, exhibits for hearings, and assist in presenting cases to boards or counsel.
- Initiate and complete comprehensive reports, data entry, and education proposals.
- Complete timesheets, attend team meetings, and respond to agency communications.
- Assist in creating educational content, bulletins, articles, and publications.
- 7 years of professional or supervisory experience in compliance analysis or evaluation.
- or Associate’s degree in public or business administration, journalism, communications, writing, English, or related field + 5 years of relevant experience.
- or Bachelor’s degree in the same fields + 3 years of relevant experience.
- or Master’s degree in the same fields + 1 year of relevant experience.
- Experience as a Compliance Consultant (ARA
3) or Enforcement Officer with WSLCB is considered equivalent.
- Master’s or Bachelor’s degree in business administration, public administration, journalism, communications, writing, English.
- Proficiency with Microsoft Office, Outlook, calendar scheduling, and database use.
- Experience in liaison role with government or private organizations; law enforcement experience.
- Strong oral, written communication, and public speaking skills.
- Advanced educational content creation and development experience.
- Experience with databases and data presentation; advanced Excel skills.
- Knowledge of the cannabis industry at producer, processor, and retail levels; familiarity with reporting requirements, quality assurance, packaging, and pesticide rules.
- Knowledge of the liquor industry at manufacturer and retail levels; familiarity with reporting rules and quality assurance.
