Position: Project Manager (up to Senior)

Project Manager

As a Project Manager, you will lead project teams to deliver projects of low to moderate complexity on time and within budget across a range of utility and infrastructure sectors.

Salary & Introductory Period

Starting salary range: $95,840 - $119,800. After 24 months of demonstrated performance, a maximum annualized salary of $143,760 is possible.

Introductory period: twelve months for new employees in regular positions.

Responsibilities
  • Project Execution:
    Manage projects of low to moderate complexity according to scope, schedule, and budget (approved Business Case). Control project activities by measuring progress in accordance with established project plans and objectives.
  • Project Planning:
    Develop plans to implement and manage projects, including resource requirements, milestones, deliverables, risk assessments, cost estimates, quality requirements, and project‑specific policies, procedures, and guidelines. Work with stakeholders to develop project objectives.
  • Project Control Systems:
    Follow effective project control systems to ensure contractor and District activities comply with established work schedules and contract terms.
  • Quality Control:
    Ensure quality control processes and procedures are in place throughout the project to meet customer satisfaction and technical requirements.
  • Communications:
    Communicate project progress with supervisors, project teams, and internal clients. Assist in communications with external clients, project stakeholders, and regulatory agencies.
  • Project Team Direction:
    Develop and implement viable project teams; create a team environment that encourages performance and timely decisions; identify staff resources; negotiate with resource managers; and ensure peer review of project work products.
  • Development:
    Continue to develop and refine project management skills through continuing education and training.
  • Attendance & Compliance:
    Maintain regular and predictable attendance, comply with District policies and safety procedures, and complete required training.
  • Essential Duties:
    Drive a motorized vehicle while conducting business on behalf of the District.
Education
  • Bachelor’s Degree (B.S., B.A.) in Construction Management, Network, Electrical, Civil or Mechanical Engineering, or equivalent combination of education and experience is required. Equivalent experience may substitute for required education.
Experience
  • 3+ years of experience performing construction or major maintenance project management.
  • Preferred experience managing multiple projects in power generation or delivery, major building construction, parks or fish hatcheries, water and wastewater systems, and telecommunication system infrastructure.
  • Preference will be given to candidates with experience aligned with the types of projects to be managed.
Licenses & Certifications
  • Certified Project Management Professional (PMP)–PMI within 24 months required.
  • Valid Driver’s License at hire and WA Driver’s License within 30 days of hire required.
Skills and Abilities
  • Basic knowledge of project management processes and tools.
  • Basic knowledge of the systems or projects assigned, such as power plant facility and generators, telecom cabling/infrastructure, utility transmission or distribution systems, major building construction, and related building construction standards and codes.
  • Demonstrated experience in initiating, planning, executing, and closing out concurrent projects.
  • Ability to develop business cases, project plans, scheduling, estimating, and contract administration.
  • Ability to develop effective working relationships with internal and external stakeholders.
  • Able to negotiate with District personnel, contractors, and external regulatory agencies.
  • Excellent writing, speaking, and presentation skills.
  • Ability to prepare and administer procurement documents.
  • Proficient in Microsoft PowerPoint, People Soft Financials, Maximo Asset Management, Microsoft Excel, Project, Word, Primavera, and general office equipment.
  • Must be proficient in reading, writing, and speaking English.
