Standards Coordinator

The Standards Coordinator is responsible for the development, maintenance and communication of Utility Operations materials, equipment standards, and work practices. Leads the preparation and maintenance of construction, material and engineering standards documents, including related sets and assemblies. Manages the evaluation of new materials and obsolete material recommendations. Also establishes stocking levels, supports forecasting and procurement of major equipment and addresses supply chain issues.

Maintains the standards website and related content, chairs the standards committee, and assists the Utility Operations team to standardize work processes and procedures. Ensures Utility Operations standards, materials, processes and procedures comply with applicable District policies and safety requirements.

Responsibilities include:

• Leading the development, maintenance and implementation of construction and material standards, including associated sets and assemblies, to ensure compliance with District engineering and safety requirements.
• Maintaining the standards and material catalog within District and customer facing applications.
• Providing technical guidance to District warehouse personnel on distribution equipment purchases, stocking levels and reorder points.
• Addressing supply chain issues to ensure equipment and materials meet District standards and inventory requirements.
• Supporting the capital asset procurement process for major equipment and materials (such as poles, transformers, regulators, reclosures, capacitors), requiring utilization of the bidding process.
• Assisting with evaluating identified material performance issues and new materials recommendations to ensure safety, reliability, standardization, and cost effectiveness.
• Contributing to the development and maintenance of a centralized platform/database to improve accessibility, version control, and usability.
• Assisting asset management team(s) with creating and implementing standardized processes and procedures to ensure alignment with asset management goals.
• Providing technical support and collaborating with internal District customers and business units to advance standards and ensure materials are effectively integrated into work management and estimating systems.
• Chairing the standards committee, managing related tasks, and communicating and coordinating standards issues and topics among affected groups.
• Communicating proposed and approved standards changes to Committee and impacted groups.
• Representing the District on internal and external committees and attending monthly safety committee meetings.
• Maintaining regular and predictable attendance:
  Performing related duties and responsibilities as required.
• Complying with District policies. Completing all required training. Maintaining a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
• As an essential function, driving a motorized vehicle while conducting business on behalf of the District.

Qualifications:

Education:

Bachelor's Degree (B.S., B.A.) in Electrical Engineering or closely related field is required. Equivalent experience (year for year) may substitute for required education.

Experience:

5+ years progressively responsible experience in the electric utility industry in distribution design, engineering, standards development, materials/equipment management or closely related experience required.

Licenses and

Certifications:

Valid Driver's License at hire and WA Driver's License within 30 days of hire upon hire is required. Professional Engineer (PE) License preferred.

Skills and Abilities:

Strong knowledge of electric utility distribution and power systems, including materials, equipment, and construction practices.

In depth knowledge of the application of engineering tools and software.

Well-developed knowledge of engineering codes, standards, and regulatory requirements, with the ability to accurately interpret and apply them.

Skill in evaluating material performance, lifecycle considerations, supply chain impacts, and cost effectiveness.

Knowledge of project evaluation, scheduling, budgeting, and contract execution for moderately complex projects.

Ability to analyze and resolve complex engineering problems using sound logic, technical judgment, and data-driven decision making.

Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to complex engineering problems.

Able to develop, collect, and present data and evidence in a clear, and accurate manner.

Ability to prioritize work, manage multiple assignments, and break complex tasks into actionable components.
