Multimodal Transportation Engineer (TE3)
WSDOT is currently seeking a Multimodal Transportation Engineer (TE3) to provide advanced technical engineering design and analysis in support of the North Central Region Planning Office in Wenatchee, WA. This office oversees corridor and sub-area planning, local and regional planning coordination, active transportation planning and design, and development services. The candidate selected for this role will use established engineering principles, methods, and best practices to develop multimodal transportation improvement concepts, analyze them for fatal flaws, and create refined cost estimates to ensure proposed improvements are practical, well-supported, and responsive to transportation needs.
Among the varied range of responsibilities held within this role, you will:
- Perform various technical multimodal transportation engineering analyses in support of region planning projects and goals.
- Document and report on analysis outcomes in writing, graphically, and orally.
- Develop, evaluate, and design intersection, roadway, active transportation, and structure concepts.
- Lead multimodal engineering tasks in planning studies including alternative improvement concept development, analysis, and cost estimating.
- Develop cost estimates for multimodal transportation concepts with consideration for structures, grading, environmental resources, ADA compliance, and any other relevant factors.
- Develop and evaluate active transportation improvement alternatives that address identified needs
- Support internal and external community meetings and workshops at various milestones in planning and design processes.
- Support the selection of preferred multimodal improvement alternatives.
- Coordinate with other Region offices including scoping, traffic, real estate services, environmental, survey, materials, program management, and project engineering as required.
- Proactively engage and collaborate as a member of multimodal planning and design delivery teams.
To be considered for this opportunity, the following competencies are required :
- Transportation Engineering Knowledge: Advanced knowledge of transportation engineering principles and current federal and state laws, regulations, policies, standards, and guidance documents. Experience developing cost estimates and conceptual diagrams.
- Active Transportation Engineering Knowledge: Demonstrated application of engineering principles for all modes including pedestrians, bicyclist and transit users, active transportation planning practices, and the Safe Systems Approach. Demonstrated ability to interpret, develop, and critically evaluate tradeoffs between active transportation design decisions. Familiarity with current AASHTO and NACTO design guidance and best practices for active transportation infrastructure design.
- Analytical Thinking and Problem Solving: Demonstrated ability to use critical problem-solving skills, tact, strategic judgement, logical thinking, common sense, and tenacity to solve difficult and complex challenges while staying within the parameters of good practice.
- Collaborative Approach: Strong interpersonal skills to work effectively with others and to independently achieve project objectives.
- Communication Proficiency: Demonstrated experience communicating complex information effectively to diverse audiences, including those with non-technical backgrounds, using oral, written, and visual means, via telephone, email, text, written memoranda, reports, video conferencing, computer conferencing, in-person presentations, and other methods.
- Technical and Digital Literacy: Proficiency with operating Windows based computers and software such as MS Office Suite, including Excel, Word, PowerPoint, SharePoint, and Outlook;
Cloud computing;
Computer-Aided Drafting software; virtual meeting software, such as MS Teams; and various software applications used to develop calculations, documents, spreadsheets, estimates, and project scheduling. - Safety: Positively contributes to a culture of safety.

In addition to the competencies above, the following are also required :
- Ability to conduct site visits, including some overnight, multi-day travel within Washington State and possible extended periods of standing outdoors.
It is preferred that qualified candidates also demonstrate:
- Transportation Planning Knowledge: Advanced knowledge of transportation planning principles and current related federal and state laws, regulations, policies, and guidance documents.
