Strategic Financial Planning Analyst II
The Strategic Financial Planning Analyst II supports the district’s long‑term success by assisting with strategic financial planning and budgeting processes; strategic and financial modeling, forecasting and analysis; and Business Intelligence tools for monitoring and reporting. The primary goal is to provide executive management with valuable information, tools, and recommendations to develop and maintain effective long‑term budget and forecast strategies.
- Identify, analyze, and monitor issues that affect strategic and financial planning. Participate, support, and occasionally lead district‑wide cross‑functional teams to recommend, guide, and continuously review board financial policies and guiding principles.
- Apply economic and financial principles to identify and diagnose issues and risks that can be further analyzed and communicated to executives, board members, and district staff.
- Support district strategic financial and business planning cycle, budgeting and balanced scorecard processes through knowledge of performance‑management methodologies.
- Maintain regular and predictable attendance, comply with district policies, complete required training, and adhere to safety procedures.
Education
- Bachelor’s Degree in Finance, Business, Accounting, Mathematics, Economics or closely related field from a four‑year college or university; or equivalent combination of education and experience.
- Certified Public Accountant (CPA) or Chartered Financial Analyst (CFA) preferred.
Experience
- 3+ years of related experience in financial analysis, accounting or economic analysis required.
- Utility experience, BI administration, and/or information technology experience preferred.
Skills and Abilities
- Thorough knowledge of analytical and statistical techniques.
- Knowledge of generally accepted accounting principles, FASB, GASB, and accounting systems.
- Business performance methodologies and basic cost‑of‑service and rate design methodologies.
- Effective oral and written communication; established priorities and organizational skills.
The Senior analyst supports financial planning, operational decision‑making, and long‑term rate strategy, providing advanced financial models, forecasts, scenario analyses, variance analysis, and actionable insights to guide key financial and operational decisions.
- Lead and support district‑wide cross‑functional teams to recommend, guide, and establish board strategic financial policies and guiding principles.
- Utilize advanced economic and financial principles to identify risks, make recommendations, and develop management‑supported budget and financial targets with industry benchmarks.
- Serve as a subject‑matter expert for budget systems, facilitate functional testing, troubleshoot system technical issues, and participate in system upgrades and labor‑benefit implementation.
- Maintain regular and predictable attendance, comply with district policies, complete required training, and adhere to safety procedures.
Education
- Bachelor’s Degree in Finance, Business, Accounting, Mathematics, Economics or closely related field from a four‑year college or university; or equivalent combination of education and experience.

- 6+ years of related experience in financial analysis, accounting or economic analysis required.
