Salary and Standards

The salary ranges are listed for Project Manager and Project Manager Senior, with potential maximums based on tenure and performance. Introductory Period: twelve months. The job may be filled at the Project Manager or Project Manager Senior level depending on qualifications.

Responsibilities and Roles

PROJECT MANAGER – A Project Manager leads project teams through day-to-day execution of low to moderate complexity projects across areas such as hydro power plant, utility transmission or distribution, parks, hatcheries, water and wastewater systems, and telecommunications infrastructure. Responsibilities include all project phases: initiation, planning, execution, and close-out on time and within budget.

  • Project Execution:
    Manage projects of low to moderate complexity within established scope, schedule and budget. Monitor progress against project plans and objectives. Typical characteristics include low district risk, small scale, stakeholder impact up to 10, and teams of 10 or fewer with budgets generally under $5M.
  • Project Planning:
    Develop plans for resources, milestones, deliverables, risk assessments, cost estimates, quality requirements, and policy compliance. Collaborate with stakeholders to set project objectives.
  • Project Control Systems:
    Ensure compliance with schedules and contract terms through effective project controls.
  • Quality Control:
    Implement quality processes to meet customer and technical requirements.
  • Communications:
    Report progress to supervisor and internal clients; assist with communications with external clients, stakeholders and regulatory agencies.
  • Project Team Direction:
    Build and manage project teams, allocate resources, escalate issues to decision makers, and ensure peer review of work products. May include hands-on engineering or field data collection.
  • Development:
    Pursue ongoing project management development and training.
  • Attendance and Safety:
    Maintain regular attendance and comply with safety requirements and RCW/WAC provisions. As an essential function, drive a motorized vehicle for District business.

Reports To:
Manager - Project Delivery;
Manager - Project Management. Overtime exemption:
Exempt.

Qualifications and Experience

Education:
Equivalent experience may substitute for required education. A Bachelor's Degree (B.S., B.A.) in Construction Management, Network, Electrical, Civil or Mechanical Engineering or equivalent combination of education and experience is required.

Experience:

  • 3+ years of experience performing construction or major maintenance project management is required.
  • Experience managing multiple projects in areas such as power generation or delivery, major building construction, parks or fish hatcheries, water and wastewater systems, or telecom infrastructure is preferred.
  • Priority given to candidates with experience aligned to the types of projects to be managed.

Licenses and Certifications

  • Certified Project Management Professional (PMP) within 24 months required.
  • Valid Driver's License at hire and WA Driver's License within 30 days of hire required.

Skills and Abilities

  • In-depth knowledge of project management processes and tools; ability to develop business cases, project plans, scheduling, estimates, and contract administration.
  • Knowledge of systems such as power plant facilities, telecom infrastructure, utility transmission or distribution, and major building construction.
  • Ability to establish effective working relationships with internal and external stakeholders; negotiate with District personnel and external regulatory agencies and stakeholders.
  • Excellent writing, speaking and presentation skills; ability to prepare and administer procurement contracts.
