Description

The position includes a state retirement system, with a deferred comp program available. Health insurance package includes Medical, Dental, and county contributions to a personal health savings account. GENERAL FUNCTION

Under supervision of the Community Services Manager, the Homeless Program Supervisor’s main function is to oversee and manage the coordinated the Chelan-Douglas Coordinated Entry System also known as the Homeless Housing Network. This position performs support work related to department activities; may create, implement, and participate in technical processes, procedures, and programs; and performs related work as required.

The Homeless Program Supervisor will assist the Community Services Manager administer a county-wide projects to carry out all aspects of the homeless programs. Overall responsibilities include executing systemic countywide plans to address homelessness, ensuring strategic investments in public funding, measuring and reporting on program progress and effectiveness, and leading a coordinated and effective response to homelessness. Work involves coordination with many individuals, community agencies and resources, and state and local organizations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Depending upon assignment, the incumbent may perform a combination of some or all of the following essential functions, which are a representative sample of the level of work appropriate to this classification:

  • Monitor the capture of all calls to the coordinated entry system daily;
  • Ensure that staff are processing applications and clients are contacted within the one business day window requirement;
  • Authorize Diversion spends unless exceeding threshold for additional approval;
  • Complete data reviews of the HMIS system for Chelan and Douglas Counties and present the data findings to the CE Governance Structure, Task Force, elected officials, and other interested stakeholders;
  • Maintain reporting system HMIS to State and Local data standards;
  • Ensure that CE Specialists have the prioritization list to standard and ensuring appropriate agencies receive the By Name List;
  • Assist in training new staff on the CE process;
  • Facilitate monthly case conference meetings and occasionally facilitate other meetings as assigned by the Community Services Manager;
  • Facilitates the quarterly Homeless Advisory Committee meetings;
  • Establish new relationships in the community with service providers and educate them on the CE process;
  • Coordinate staff schedules for office hours at partnering agency locations for outreach services;
  • Maintain relationships with current partner organizations to collaborate for stability plans for clients when necessary;
  • Be proficient in all housing resources available to clients and provide clients and CE Specialists with adequate resource information;
  • Assist in the planning and coordination of the annual Point in Time Count;
  • Monitors grant funded projects and agencies;
  • Participate in the Balance of State CE Subcommittee and other BoS Subcommittees;
  • Assists in managing the budget for the Coordinated Entry Program;
  • Works directly with the Community Services Manager and Economic Services Director with the Chelan-Douglas Homeless Housing Task Force;
  • Assists in the execution and completion of the Five-Year Homeless Housing Strategic Plan for the Chelan-Douglas Homeless Housing Task Force;
  • Assists Community Services Manager with developing and conducting presentations to homeless service providers and the public;
  • May be asked to prepare correspondence, reports or other documents, keeping others adequately informed that details activities, progress and program success. Processes and submits reports to City leadership, Washington State Department of Commerce, U.S Department of Housing and Urban Development (HUD) and other regulatory agencies;
