Job Summary

Incumbent works closely with city officials, contractors, and the public to develop and execute projects that improve the community's infrastructure and quality of life.

Incumbent works closely with city officials, contractors, and the public to develop and execute projects that improve the community's infrastructure and quality of life.

Job Functions
  • Plan, organize, direct, and evaluate various public works programs and activities of the Public Works Department including design, survey, inspection, developmental review, contract administration, and geographic information systems.
  • Oversees the design of numerous public works and public facilities projects that are part of the City's capital improvement program by developing and reviewing master plans.
  • Serves as project engineering (manager) and prepares or oversees outsourced plans, specification, and bid documents for assigned major and special projects of a complex and critical nature. Assists in the inspection and acceptance of completed projects.
  • Manages the development and implementation of department goals, objectives, policies and priorities and performs short range planning of design and project management tasks and engages stakeholders in the development of long-range planning for major engineering projects.
  • Coordinates with Public Works and Parks & Buildings departments in the planning and operation of the water and wastewater systems, construction projects related to utilities, planning and operation of street, drainage, grounds maintenance, parks, construction projects, building and fleets services.
  • Develops planning and budget level cost estimates for professional services, construction and related project costs to support budget and capital program planning.
  • Oversees the administration of all awarded grants, coordinating legal documents, surveys and appraisal requirements and with State and Federal officials to secure grant funding.
  • Contract administration of consultants and contractors including negotiation of fees and change orders.
  • Oversees and participates in the development and administration of the department's budget; approves the forecast of funds needed for projects; approves expenditures and implements budgetary adjustments as appropriate and necessary; ensures that all projects are completed successfully by contractors, consultants and other team members.
  • Conduct site inspections and evaluations of infrastructure conditions to recommend necessary improvements or repairs.
  • Other assignments may include performing engineering, calculations, selecting equipment components, preparing specifications, plan preparation, design and review of in-house projects, project management of capital improvement projects, report preparation related to water/wastewater, drainage and transportation projects.
