Purpose and Summary

Provides professional accounting and financial management activities in support of departmental activities, grant‑funded programs, and fiscal compliance requirements.

Essential Functions
  • Manages accounts payable transactions, including invoice review, coding, and approval verifications. Ensures that expenditures are charged to the proper accounts, programs and funding sources. Maintains accurate records of financial transactions and supporting documentation.
  • Oversees and monitors various grants to ensure compliance with funding requirements and approved budgets. Prepares and submits timely financial reports, reimbursement requests and expenditure reports in compliance with uniform grant guidelines and departmental policy. Maintains accurate grant accounting records.
  • Assists in the preparation, monitoring, and administration of department budget. Applies problem‑solving strategies and financial analysis to complex issues as they arise to achieve outcomes or to provide information for decision making as related to the department's budget. Utilizes available resources to effectively enhance productivity and desired outcomes.
Additional Essential Duties
  • Supports the annual audit by preparing documentation and responding to inquiries.
  • Assists with year‑end closing processes.
  • Manages the department's petty cash accounts.
  • Serves as the back up for reviewing cash receipts and assigning correct account codes for deposits.
  • Prepares and submits journal entries and various financial reports as needed.
  • Assists program staff in understanding grant requirements, allowable costs, and budgetary constraints.
  • Assists with setting contract amounts.
  • Works with program staff to complete required time studies in support of grant funding.
  • Calculates parental fees for the Children's Long Term Support program and enters the information on the child's Individual Service Plan.
  • Supports program‑related billing and claims activities.
  • Responds to vendor invoice inquiries as needed.
  • Addresses and resolves conflict and manages stress in a professional manner, including actively engaging in professional and personal activities which help mitigate the impact of secondary traumatic stress.
  • Performs other related duties as may be assigned.
Work Relationships
  • Reports to Division Manager – Administration.
  • Works regularly with Human Services Department employees and the County Finance Department.
  • Establishes a network of contacts with various State departments.
Required Education, Experience, Training, and Certification
  • Bachelor's degree or higher from an accredited institution, preferably with a major in Accounting, Business, Public Administration or related field.
  • Two or more years’ relevant experience preferred.
Knowledge, Skills, and Abilities
  • Knowledge of generally accepted principles and practices of governmental and private sector accounting rules and regulations to include financial, compliance and single audit requirements and guidelines.
  • Ability to apply accounting principles to a variety of financial matters.
  • Ability to work effectively and independently with minimal supervision and conform to firm and competing deadlines.
  • Ability to perform duties in a highly‑paced work environment.
  • Ability to communicate effectively both orally and in writing.
  • Possession of strong organizational and problem‑solving skills.
  • High degree of computer literacy with proficiency in integrated Microsoft Office applications including Excel.
  • Ability to assist in developing other relevant and specialized programs as needed to meet the needs of the department.
  • Ability to utilize the many resources at our disposal effectively to enhance productivity and outcomes.
  • Knowledge and understanding in Trauma Informed Care principles and practices, and a strong commitment to fostering a positive, healthy work culture.
Physical Requirements
  • Ability to perform most work from a sedentary position.
  • Ability to function in situations encountered in a normal office setting.
  • Ability to use standard office equipment including telephone, computer, printer, photocopier, and scanner.
  • Ability to travel to other County departments and locations.
