Geographic Information System Analyst
The Washington County Geographic Information System Department, located in West Bend, has an excellent opportunity for a full‑time on‑site GIS Analyst. The role involves maintaining spatial datasets, performing analysis, developing applications, and producing maps to support county departments and local government partners.
Starting salary: $59,529. Pay is based on experience.

Under the supervision of the Director of GIS/LIO, the GIS Analyst maintains spatial datasets, performs analysis, creates applications, and generates maps that support Washington County departments and local government partners.
Duties/Responsibilities- Update GIS data for categories such as cadastral (ArcGIS Pro Parcel Fabric), road centerlines, address points, utilities, development, conservation, planning, and zoning.
- Maintain metadata, procedure manuals, and related documentation.
- Execute queries and analyze spatial data to answer complex questions from county departments and local government partners.
- Automate processes and workflows using attribute rules, scripts, batch files, and models to increase efficiency and data accuracy.
- Create, edit, and maintain applications in ArcGIS Online and ArcGIS Enterprise, including custom developer editions.
- Perform analysis and develop applications using Esri's Business Analyst.
- Apply appropriate cartographic techniques when creating applications and maps to depict data clearly and aesthetically.
- Collaborate with department and local government personnel to assess geospatial data needs and recommend solutions.
- Coordinate address and other local data updates with cities, villages, and towns, and promote applications that facilitate data communication between addressing and other local authorities.
- Work with the Sheriff’s Office to update the MSAG/ALI databases and ensure consistency between MSAG/ALI and GIS road and site address point data.
- Coordinate with neighboring counties to edge‑match NG9‑1‑1 and other data.
- Fulfill federal, state, and regional data requests and support Esri’s community maps program.
- Create, maintain, and submit error‑free data to the Wisconsin Department of Military Affairs for NG9‑1‑1 support.
- Provide technical support and troubleshooting for county and local government GIS users, and deliver training when new software versions or functionalities are released.
- Conduct field data collection and verification.
- Acquire and process drone‑collected data.
- Participate in outreach to promote GIS growth and development for the county and local governments.
- Attend conferences, seminars, and technical training to maintain competency, and present at user meetings and conferences to showcase GIS achievements.
• Proficient with ArcGIS Professional and ArcGIS Online.
• Working knowledge of databases, spreadsheets, and word processing software.
• Ability to communicate orally and in writing and interact effectively with coworkers, departments, local government partners, and the public.
• Capable of fulfilling physical, sensory, and cognitive demands required by the job.
Qualifications- Bachelor’s degree in geography, geographic information systems, planning, computer science, or a closely related field; or an associate’s degree with two years’ experience drafting parcels from property legal descriptions or maintaining NG9‑1‑1 address data.
- Valid Wisconsin driver’s license and a security clearance.
- Proficient with ArcGIS Professional and ArcGIS Online.
- Knowledge of drafting from property legal descriptions, metes and bounds descriptions, and the deeding process.
- Experience with ArcGIS Parcel Fabric.
- Experience with addressing and other NG9‑1‑1 related data.
- Experience with ArcGIS Utility Network.
- Experience with ArcGIS Enterprise.
- Experience with Python, Arc Py, and/or Arcade.
- Experience with Microsoft SQL Server.
- Part 107 UAS pilot certification (desirable).
