Social Worker/Case Manager:
Intake & Assessment Unit

Washington County, West Bend, Wisconsin is seeking a full‑time Social Worker to perform primary intake duties as defined in Chapter 48 of the Wisconsin State Statutes. The role reports to the Family Services Supervisor and involves conducting child maltreatment investigations and child safety assessments in collaboration with community providers, law enforcement, and other social workers.

Job Summary

Responsible for CPS Initial Assessment, CPS Intake, and Juvenile Intake functions to meet statutory requirements under 48.067 and 938.067. The Social Worker will investigate and assess child maltreatment reports, conduct face‑to‑face interviews, make safety decisions, and coordinate with the County Attorney’s office.

Responsibilities

Assign child maltreatment reports that are screened in for investigation.

Complete the initial investigation within a statutory timeline of 60 days.

Conduct face‑to‑face interviews of all household members to collect evidence for maltreatment determination.

Conduct face‑to‑face interviews with all household members to complete a child safety assessment per WI Safety Intervention Standards.

Use investigation information to make CPS intake decisions per Chapter 48 and submit decision to the County Attorney’s office.

Refer children and families to necessary community services.

Receive, document, and analyze reports of alleged child maltreatment and determine families requiring CPS response.

Identify potential active safety threats and initiate child safety assessment.

Receive and document law‑enforcement and truancy referrals for juvenile intake.

Screen juveniles taken into custody and make custody decisions.

Conduct intake interviews and assess child and family strengths.

Make recommendations to District Attorney regarding legal referrals per §938.067.

Qualifications

Bachelor’s or Master’s degree in Social Work from an accredited institution, with the ability to be certified as a social worker in Wisconsin within 6 months of hire.
Bachelor’s or Master’s degree in a related field with at least two years of relevant experience; priority to candidates with experience in child welfare, youth justice, or mental health.
Non‑social work degreed candidates must complete an accredited social work certificate program within three years and be certified in Wisconsin 6 months after completion.
Strong knowledge of Chapter 48 Children’s Code, Chapter 938 Juvenile Justice Code, and Wisconsin CPS standards.
Excellent communication, multi‑tasking, prioritization, critical thinking, and crisis de‑escalation skills.
Ability to work independently in the field and handle physically and cognitively demanding situations.
