Two vacancies exist for ELECT Parenting and Prenatal Education Consultant positions within the Young Parents Program in the Division of Student Services of the Chester County Intermediate Unit. Summary:

The ELECT Parenting and Prenatal Education Consultant is responsible for providing prenatal/parenting/life skills education to pregnant and parents teens enrolled in the Young Parents Program (YPP) and Education Leading to Employment and Career Training (ELECT) while also delivering case management services to support student success. This includes instruction, individualized goal planning, monitoring academic progress, and connecting students to community resources to increase options, opportunities, skills, experience, and self-sufficiency.

Job Responsibilities

Education Duties:

  • Provide a minimum of two hours of ELECT instruction monthly on topics such as:
    Prenatal and Sexual Health Parenting Jobs and Career Education Life and Relationship Skills Personal Health and Well-being
  • Prepare lesson plans and activities aligned with ELECT guidelines.
  • Develop flexible scheduling to accommodate students' school schedules.
  • Assist with planning and implementation of summer activities to meet ELECT requirements.
  • Share information with school district staff as requested.

Case Management Duties:

  • Process intake referrals in a timely manner, responding to all inquiries and official referrals within 48 hours.
  • Perform outreach ensuring that districts, community agencies, and medical providers are aware of services and referral process.
  • Assess the needs of identified pregnant or parenting students and implement individualized plans to meet ELECT goals and student-specific objectives.
  • Perform intake and exit protocols, inclusive of data management for state, district, and transportation.
  • Provide a minimum of two (2) case management service hours per month focusing on attendance, grades, and goal attainment.
  • Conduct quarterly visits and summer case management, including scheduled visits and meaningful phone calls.
  • Monitor student attendance and grades; implement improvement plans to meet ELECT standards and improve success rates.
  • Communicate regularly with County Assistance Office (CAO), school district personnel, ELRC, and other agencies to coordinate resources for students.

Program Planning, Data, and Fiscal Duties:

  • Utilize program budget to create pregnancy and parenting education budget and associated curriculum and supporting materials.
  • Determine education categories and priorities Design instruction appropriate for a variety of learning styles, ages, and academic abilities to ensure all students can access curriculum.
  • Determine materials needed to fully implement all lessons. Procure quotes and place orders for all materials.
  • Utilize program budget to create motivating incentives for students.
  • Monitor student data related to goal progress, attendance, and academic progress.
  • During intake and case management hours, complete incentive interest survey with students.
  • Utilizing program budget, determine incentive options appropriate for students.
  • Procure appropriate incentives, such as gift cards, learning materials, or parenting supplies, aligned with budget and student interests.
