Job Overview

Coordinates, directs, and participates in activities of work crews engaged in technical or skilled operation of heavy equipment and specialty machinery used in street maintenance and construction activities.

Essential Job Functions
  • Performs technical or skilled operation of heavy equipment and specialty machinery such as backhoes, bulldozers, gravel spreader, snow loader, power shovel, street sweeper, etc., and drives the assigned machine to and from work sites.
  • Plows or shovels or otherwise removes snow, dirt, or other materials from streets, sidewalks, and adjacent areas; participates in snow and ice control operations.
  • Assists in the installation and removal of snow and ice control equipment.
  • Performs work in a safe manner, observes all safety procedures, and wears personal protection equipment as required.
  • Uses all vehicles, tools, equipment, and materials properly and responsibly.
  • Assists the Public Works Operations Manager or designee in planning, organizing, scheduling, overseeing and reviewing work projects.
  • Coordinates, directs, and participates in activities of work crews engaged in projects and operations as directed.
  • Resolves issues within scope of authority.
  • Trains and coaches employees on proper methods and practices.
  • Cleans and maintains interior and exterior of vehicle and ensures its safe, effective and productive operation.
  • Inspects vehicle/equipment daily for proper operation before starting, reports any malfunctions.
  • Completes job/work records, forms or reports and maintains job/work record reports as assigned.
  • Performs routine servicing of assigned equipment and makes routine or minor field adjustments and repairs.
  • Receives and accounts for supplies and equipment.
  • Performs administrative duties such as purchasing parts and materials, and recordkeeping through manual and automated systems; completes and submits required reports and paperwork.

Job Responsibilities
  • Uses grader and excavator in public works operations, street maintenance and construction activities.
  • Performs minor painting to maintain vehicle or equipment appearance; assists in minor repairs.
  • Responds to customer inquiries within scope of authority and ability.
  • Assists Public Works Operations Manager in planning, organizing, scheduling work projects, directing work crews, orienting staff, and ensuring OSHA compliance.
  • Performs all duties of Street Maintainer I and II.
  • Promotes a customer orientation in work groups.
  • Performs related work as required which may include manual labor during seasonal periods.
Knowledge,

Skills and Abilities
  • Knowledge of and skill in operation, maintenance, and use of heavy motor equipment, including operation over rough, icy, and unstable surfaces.
  • Knowledge of occupational hazards and safety precautions needed for heavy motor-driven equipment.
  • Knowledge of OSHA regulations regarding confined work spaces, trench work, and related areas.
  • Knowledge of traffic laws, ordinances, and regulations governing equipment operation.
  • Ability to oversee safe and efficient operation, care, maintenance, and repair of equipment and vehicles.
  • Ability to coordinate, organize and direct the work of others.
  • Ability to orient others in equipment use and other phases of street operations.
  • Ability to supervise, organize and direct the work of others.
  • Ability to communicate orally and in writing.
  • Ability to compile records and reports.
  • Ability to train others in equipment and department operations.
  • Ability to understand and follow oral and written instructions.
  • Ability to maintain operating records.
  • Ability to learn town geography and assigned routes.
  • Physical strength and agility sufficient for strenuous labor in varying weather conditions.
  • Ability to meet the public in a pleasant and courteous manner.
  • Ability to establish and maintain effective working relationships with supervisors, subordinates, and the general public.
Minimum Qualifications

High school diploma or equivalent. Must possess a valid Commercial Drivers' License (CDL

A) with associated Air Brakes, Tanker, and Tractor‑Trailer endorsements.

Three (3) years' experience in operation of dump trucks and five (5) years' experience in operation of heavy construction equipment, or one (1) year of experience in operation of specialized construction equipment as a regular assignment.

Maintains a driving record in accordance with the Town of West Hartford Driving Policy.

Method of Selection

Applicants must obtain a passing score of 70% on the Oral Board Examination to be placed on the Eligible List for this position.

Promotions

An individual promoted to the position must satisfactorily complete a six month probationary period.
