Job Summary:

We’re hiring a Learning and Development Specialist responsible for facilitating effective learning and development programs that support employee knowledge, skill development, and readiness to perform job responsibilities related to Indiana public assistance programs. This role applies adult learning principles, instructional design practices, and strong facilitation skills to deliver engaging classroom instruction, assess learner needs, track learner progress, and adjust delivery methods to improve learning outcomes.

Key Responsibilities:

  • Apply adult learning theories, instructional design principles, and established learning and development processes to support effective learner engagement.

  • Facilitate open discussions and learner participation in both structured and less structured learning environments.

  • Adapt delivery methods based on audience needs, learning objectives, and feedback to improve learning effectiveness.

  • Collaborate effectively with team members, leadership, state partners, and project staff to support shared learning and development goals.

  • Analyze learning effectiveness and implement appropriate solutions, with guidance from the learning and development supervisor, while maintaining instructional design standards and adult learning principles.

  • Document learner status and progress throughout learning and development activities by maintaining accurate and up-to-date class trackers.

  • Coordinate across state tasks and engage with employees across project areas to support consistent communication and execution.

  • Coach learners, provide performance feedback, and maintain a safe, professional, and supportive learning environment.

Required Qualifications:

  • High School Diploma or GED with 2 plus years’ experience working with the Indiana Eligibility Program including SNAP, TANF, Medicaid, or related public assistance programs.
  • Experience working in IEDSS, including navigating system functions, using online help resources, understanding case processing workflows, and applying system knowledge to support learner understanding of Indiana eligibility processes.

  • Knowledge of the Indiana Public Assistance Programs (Supplemental Nutrition Assistance Program (SNAP), Medicaid, and Temporary Assistance for Needy Families (TANF) policy and guidelines including IEDSS online help.

Preferred Qualifications:

  • Bachelor’s Degree or equivalent years of experience as a facilitator.
  • Experience facilitating training in a classroom, virtual, or hybrid environment.
  • Experience using IEDSS, Benefits Portal, or related case processing systems.
  • Ability to coach learners, provide constructive feedback, and support varied learning needs.
  • Strong organizational skills with the ability to track learner progress and meet training timelines.
  • Coaching, mentoring, or training experience.
  • Strong oral communication and group presentation skills.
  • Clear and professional written communication skills.
  • Experience in facilitation/trainer role with experience with Indiana Eligibility Public Assistance Programs.
  • Proven ability to maintain a high level of performance while consistently meeting established quality standards and delivering accurate, timely results.
