Position: Accountant - DO

Accountant - District Administration Building

This is a full time, year round position. Salary is DOE.

Position Overview:

The Accountant performs professional accounting work in support of the district's financial operations and is responsible for maintaining accurate financial records; administering general ledger accounting, account reconciliations, fixed asset accounting, cash management, and debt service accounting; supporting annual budget development and year-end financial reporting; and providing support to schools and departments regarding accounting procedures and PBAM requirements.

Reporting directly to the Chief Financial Officer (CFO), the accountant exercises independent judgment in carrying out assigned responsibilities and serves as a technical resource to District administrators, administrative assistants, and staff regarding account coding, financial transactions, fund accounting, and district financial procedures.

The position is expected to maintain a thorough understanding of Generally Accepted Accounting Principles (GAAP), Oregon's Program Budgeting and Accounting Manual (PBAM), and district accounting practices.

The position works collaboratively with the Senior Accountant, Accounting Technicians, and other District staff to promote accurate, efficient, transparent, and compliant financial operations throughout the district.

Essential Duties and Responsibilities:

Accounting, Reconciliations, and Financial Reporting

  • Maintain the accuracy of assigned accounting records and general ledger accounts.
  • Prepare, review, and post journal entries with appropriate supporting documentation.
  • Review financial transactions to ensure proper coding, classification, authorization, and compliance with district procedures and accounting standards.
  • Research, analyze, and resolve accounting discrepancies, errors, unusual transactions, and reconciling items.
  • Prepare and reconcile assigned general ledger, cash, receivable, revenue, expenditure, deferred revenue, and other balance sheet accounts.
  • Monitor and analyze funds, revenues, expenditures, and account balances; identify variances and recommend corrective actions as needed.
  • Prepare financial reports, maintain accounting records, and support month-end and year-end closing processes.
  • Administer the District's unclaimed property program in compliance with applicable state requirements.
  • Monitor the District's daily cash position and serve as backup for cash management functions.
  • Manage fixed asset accounting and assist with debt service accounting and reporting.

Budget Development and Compliance

  • Coordinate and maintain the district's annual budget calendar and Budget Committee process.
  • Support budget development by preparing materials, coordinating meetings, and maintaining budget data.
  • Prepare and publish required budget notices and budget-related communications.
  • Assist with the preparation, adoption, and distribution of the district's proposed and adopted budget documents.
  • Prepare and submit required budget, tax certification, and Oregon Department of Education reports by established deadlines.
  • Maintain budget records and ensure compliance with Oregon budget laws and reporting requirements.

PBAM Compliance and School Support

  • Maintain a thorough working knowledge of the Oregon Program Budgeting and Accounting Manual (PBAM).
  • Provide guidance to school administrators, administrative assistants, and department staff regarding account coding, fund accounting, revenue and expenditure classifications, and financial procedures.
  • Review transactions for compliance with PBAM requirements and District procedures.
  • Assist schools and departments in resolving accounting, coding, and financial transaction questions.
  • Support consistent application of accounting practices throughout the district.
  • Provide training and support related to accounting procedures and financial practices as assigned.

Other Duties

  • Assist with special projects and financial analyses as assigned.
  • Participate in professional development related to school finance, accounting, and compliance.
  • Maintain knowledge of governmental accounting standards and regulatory requirements.
  • Perform other duties as assigned by the Chief Financial Officer.

Minimum Qualifications:

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum two (2) years of progressively responsible accounting experience with school district.
  • Governmental, public sector, or school district accounting experience preferred.
  • Experience with financial reporting, account reconciliations, fixed asset accounting, and accounting systems.
  • Equivalent combinations of education and experience may be considered.

Knowledge, Skills, and Abilities

  • Knowledge of Generally Accepted Accounting Principles (GAAP) and fund accounting practices.
  • Knowledge of fixed asset accounting and capital asset reporting requirements.
  • Knowledge of Oregon's Program Budgeting and Accounting Manual (PBAM), or the ability to acquire and apply such knowledge quickly.
