Associate Vice Chancellor for Institutional Technology and Research
Under the direction of the Chancellor, the Associate Vice Chancellor for Technology & Research provides leadership and oversight to the IT and Institutional Research functions of the College. The AVC for Technology & Research serves as the college's chief information and research officer and provides leadership, guidance, and direction on all technology and research related functions of the College.
Duties and ResponsibilitiesTechnology:
- Provides planning, budgeting, leadership and supervision to the IT department; communicates current and projected needs, requirements and options in the college budgeting process; and recommends technology related acquisitions and updates
- Oversees the planning, implementation, maintenance, security, and reliability of the College's technology infrastructure, enterprise systems, communications systems, and instructional technologies.
- Leads the College's cybersecurity, data governance, disaster recovery, business continuity, and incident response efforts to ensure the security, integrity, availability, and appropriate use of institutional information and technology resources.
- Serves as the College's liaison with technology vendors and state technology agencies; evaluates and recommends vendor contracts for hardware, software, and technology related procurements; monitors service and license agreements to ensure protection of the college's interests.
- Establishes standards for technology hardware, software, and communications protocols; assists in the identification of staff training and professional development needs; and recommends and assists in the drafting of policy revisions where indicated.
- Evaluates emerging technologies, including artificial intelligence and advanced analytics, and provides leadership regarding their strategic, ethical, and effective implementation across the institution.
- Works collaboratively with other departments and system colleagues to effectively communicate and minimize downtime and efficiently implement technical installations and upgrades.
- Serves as the liaison with the Department of Information Services regarding state contracts, policies and procedures governing technology use; ensures compliance with ASU Board of Trustees policy, Arkansas Dept. of Higher Education (ADHE) rules and regulations, and federal, state or local laws relating to information technology (e.g. GLBA), cybersecurity, privacy, and data management.
Research:
- Directs a comprehensive, college-wide institutional research program that supports strategic planning, accreditation, institutional effectiveness, student learning outcomes assessment, and continuous improvement; develops and applies research and predictive analytics to assess student achievement and inform initiatives that improve enrollment, retention, completion, transfer, and workforce outcomes.
- Conducts internal and external research; compiles, analyzes, maintains, and disseminates institutional, benchmark, and performance data to support strategic planning, operational decision-making, and continuous improvement.
- Oversees institutional reporting to IPEDS, the Arkansas Division of Higher Education, the ASU System, accrediting agencies, grant agencies, and other internal and external stakeholders; prepares required statistical reports, coordinates institutional surveys, and maintains institutional data resources, including the ASU System Fact Book and the College's Institutional Research webpage.
- Provides research, data analysis, labor market information, and evaluation support for program development and review, accreditation, grant development and compliance, workforce initiatives, and other institutional effectiveness activities.
- Continuously evaluates factors affecting data reliability, procedural integrity, coding accuracy, data security, and reporting quality; recommends and implements improvements to ensure the accuracy, consistency, and integrity of institutional data.
General:
- Supervise assigned personnel and manage the departmental budget according to College and System policies and sound management practices.
- Maintain current knowledge of developments and innovations in research, evaluation, and information technology through on-going professional development and membership in state, regional and national institutional research and technology associations and organizations as appropriate.
- Participate on College committees, serve as a member of the Chancellor's Senior Leadership Team, and assume other duties as assigned by the Chancellor.
Education and Experience:
- Master's degree from a regionally accredited institution in information technology, computer science, data analytics, institutional research, or a related field; or an equivalent combination of education and at least five years of relevant professional experience.
