Job SummaryCertified Safety Professional needed to support the Department of Energy Environmental Management Consolidated Business Center (EMCBC) Field Office in West Mifflin, PA – Naval Reactors, Bettis Atomic Power Laboratory site.
Responsibilities- Review contractor Worker Safety & Health Program (WSHP), implementing procedures, Job Hazard Analysis (JHA), and work packages
- Review of site and contractor ISM Programs
- Assist in the review and preparation of annual site ISM Declarations as requested
- Assist in the assessment of field site and Service Level Agreement (SLA) ISM Programs
- Assist in the review of field site and SLA Occupational Safety Programs
- Assist in the assessment of field site and SLA Occupational Safety Programs
- Review of site and contractor Safety Conscious Work Environment (SCWE) Programs
- Assist in the review of annual site SCWE Program surveys and assessments
- Assist in the assessment of Small Site and SLA SCWE Programs
- Support the field site in performing surveillances, health and safety assessments, compliance reviews, and assessment/audit teams required by DOE Orders and other forms of in‑field oversight of contractor operations and activities
- Perform compliance reviews; may include DOE Readiness Assessments (RA), Operational Readiness Reviews (ORR), Integrated Safety Management System Radiological Controls, Occupational Safety and Health, and Waste Management and Transportation Compliance reviews
- Conduct document, procedure, and process reviews, interviews, and in-field work observations
- Perform and document casual analyses resulting from oversight and assessment activities
- Prepare reports of observations and findings, and provide follow‑up and tracking of corrective actions
- Ensure work aligns with established DOE and applicable field site procedures and is subject to DOE approval
- Review DOE and contractor activities to assess DOE O 226.1B implementation and recommend improvements
- Evaluate activities, risks, and level of existing federal oversight and associated infrastructure
- Assist in preparing or revising field element policies implementing procedures consistent with DOE O 226.1B
- Provide oversight of Safety, Health & Quality (SH&Q) Programs including Integrated Safety Management System, Worker Safety and Health, Conduct of Operations, Contractor Assurance, Continuity of Operations, Emergency Management, Fire Protection, Industrial Safety, Industrial Hygiene, Occupational Medicine, Engineering, and other assigned programs
- Support development of short‑ and long‑range oversight plans and schedules ensuring requirements/regulations are addressed
- Support implementation of maintenance, industrial hygiene, occupational health, and safety programs to mitigate hazards; develop, recommend, and implement related programs, policies, and procedures
- Develop and establish appropriate sampling and monitoring procedures; provide guidance interpreting and monitoring compliance with regulations and industry practices
- Resolve technical, industrial hygiene, and safety issues; oversee occupational health and industrial safety programs for facilities; implement assessment program to ensure employee compliance
- Ensure compliance with all applicable policies, laws, regulations, including DOE, OSHA, and NRC rules and regulations
- Bachelor’s Degree in a technical field such as Engineering
- Certification:
Certified Safety Professional, Certified Industrial Hygienist, Senior Technical Safety Manager, or equivalent - DOE and/or NRC experience in waste management, heavy equipment, D&D, soil and groundwater remediation, and/or nuclear facility experience
