The UNICEF Evaluation Office is commissioning a global evaluation on humanitarian access and principled action in complex, high-threat environments [Staying and Delivering and Principled humanitarian access in complex and high threat environments’]. Building on the 2019 Coverage and Quality evaluation and responding to ongoing challenges, it will provide an impartial assessment of the relevance and effectiveness of UNICEF’s institutional approach to humanitarian access, highlighting progress, challenges, and key influencing factors.

The evaluation aims to strengthen accountability to affected populations and partners and generate learning to guide future actions.

Key Responsibilities

The consultant is expected to support the Humanitarian Evaluation Effectiveness Portfolio (HEEP) within the Evaluation Office by undertaking the following tasks:

  • Supports the Team leader in managing the evaluation.
  • Contributes to evaluation design, data collection and analysis.
  • Drafts designated sections of the evaluation report.
  • Provides technical and managerial guidance to team members, as relevant, and may lead specific components of the evaluation (e.g. may lead one of the two field sub-teams during fieldwork).

Minimum requirements:

(qualifications/specialized knowledge/experience/competence)

Education:Master’s degree in social sciences/international Relations or related fields

Knowledge/Expertise/Skills required
:

  • Over 12 years of demonstrated experience conducting multidisciplinary evaluations or research assignments with a focus on humanitarian action/policy.
  • Prior experience working on humanitarian evaluations for UN agencies.
  • In-depth knowledge of evaluation/research methodologies including mixed method approaches.
  • Experience coordinating multi-disciplinary teams or work streams.
  • Experience with remote and in-person data collection and ethical considerations in evidence generation.
  • Demonstrate ability to process, synthesize, and analyze large volumes of information using analytical tools (e.g., MaxQ DA, ATLAT.ti, etc);
  • Excellent analytical, communication and writing skills (English required; other UN languages considered an asset);
  • Demonstrated knowledge of/published work on topics of humanitarian operations, protection and humanitarian principles considered an asset.
