The Underground & Road building Estimator prepares accurate, competitive bids for heavy civil projects with an emphasis on underground utilities and roadway construction. This role performs detailed quantity takeoffs using AGTEK and Microsoft Excel, gathers and levels vendor/subcontractor pricing, identifies scope and risk, and supports bid strategy through award and turnover to operations.
Key Responsibilities- Review bid invitations, drawings, specifications, addenda, and geotechnical information to define scope and pricing approach.
- Perform detailed quantity takeoffs using AGTEK (earthwork models, surfaces, volumes, reports) and build detailed workbooks in Microsoft Excel to generate bids.
- Estimate underground utility work including storm drainage, sanitary sewer, water, structures, services, trenching/shoring, dewatering, erosion control, and restoration.
- Estimate roadway work including clearing/grubbing, excavation/embankment, subgrade stabilization, aggregate base, asphalt/concrete paving, curb & gutter, sidewalks, striping, signage, traffic control, and incidentals.
- Develop complete estimates including labor, equipment, materials, trucking, subcontractors, indirects, contingency, and markups consistent with company standards.
- Solicit quotes from suppliers and subcontractors; scope and level bids to ensure comparable coverage and identify gaps/exclusions.
- Identify constructability concerns, schedule impacts, utility conflicts, and risk items; propose alternates and value engineering ideas.
- Prepare bid forms, proposal inclusions/exclusions, clarifications, and required documentation for municipal and private bids.
- Participate in site visits, pre-bid meetings, and internal estimate reviews; incorporate field input on means/methods and production assumptions.
- Support post-award handoff: estimate recap, assumptions, budget breakdown, and key risk items for operations.
- 3+ years estimating experience in heavy civil construction (underground utilities and/or roadway/earthwork), or equivalent field/project engineer experience with strong takeoff/estimating exposure.
- AGTEK experience required (earthwork/gradework takeoffs, surfaces, volume reports).
- Ability to interpret civil drawings (plan/profile, cross sections, details), specifications, and municipal bid documents.
- Understanding of heavy civil means/methods, equipment utilization, production rates, and material quantities.
- Strong communication, organization, and deadline management in a bid environment.
- Experience with municipal/DOT-style bidding (unit price schedules, bid bonds, prevailing wage, compliance forms).
- Familiarity with utility trench safety (shoring, trench boxes), dewatering methods, and compaction/testing requirements.
- Experience with related tools (Bluebeam, HCSS Heavy Bid, Planswift/On-Screen Takeoff) and database-driven estimating.
- OSHA 10/30 (or willingness to obtain).
- High attention to detail and strong cost/quantity accountability.
- Ability to anticipate scope gaps and project risk.
- Vendor/subcontractor scope management and bid leveling.
- Collaborative approach with operations and field leadership.
- Clear written bid notes, inclusions/exclusions, and clarifications.
