Overview
The Project Manager leads underground utility and road building projects from award through closeout, delivering safe, high-quality work on schedule and within budget. This role manages multiple projects at a time - typically $100K to $5M - across municipal and private clients, coordinating field operations, subcontractors, vendors, and project stakeholders. Hands-on familiarity with GPS equipment workflows and AGTEK is required.
Key Responsibilities- Project Planning & Execution
- Manage multiple underground and roadway projects concurrently, from preconstruction planning through closeout.
- Develop work plans, sequencing, traffic-control coordination, and phasing to maintain production and minimize disruption.
- Lead project kickoff meetings, weekly progress meetings, and short-interval planning (2-6 week look-aheads).
- Coordinate manpower, equipment, materials, trucking, and subcontractors to meet production goals.
- Estimating Support, Takeoffs & Modeling (AGTEK / GPS)
- Use AGTEK for takeoffs, quantity tracking, revisions, and production analysis (earthwork, base, paving, utilities).
- Coordinate and validate GPS models/surfaces; support machine control workflows and troubleshoot common field issues.
- Work with field leadership to ensure GPS equipment is properly set up/calibrated and files are current (points, alignments, surfaces).
- Verify quantities in the field and reconcile with bid quantities and cost codes.
- Budget, Cost Control & Contract Administration
- Build and manage budgets, job cost reporting, forecasting, and cash flow for projects ranging from $100K to $5M.
- Execute buyout, write scopes, manage subcontractor agreements, and track procurement/logs.
- Manage billing: pay applications, invoices, lien waivers, and client/submittal requirements.
- Lead change management: identify scope gaps, price changes, submit change orders promptly, and negotiate/track approvals.
- Maintain accurate project documentation:
Schedules, RFIs, submittals, meeting minutes, daily reports, correspondence, and as-builts.
- Field Coordination & Production Support
- Partner with Superintendents/Foremen to coordinate daily operations and remove roadblocks.
- Coordinate with municipalities, inspectors, engineers, utility companies, and private owners.
- Address field items such as locates, dewatering, unsuitable soils, trench safety, haul routes, and public access.
- Ensure compliance with plans/specs, municipal standards, and approved submittals.
- Safety, Quality & Compliance
- Promote a Safety First culture and ensure compliance with OSHA and company policies.
- Ensure safe excavation practices (trench protection/shoring), traffic control requirements, and environmental controls (SWPPP/erosion).
- Manage QA/QC processes, including testing coordination (compaction, concrete/asphalt), inspections, and punch lists.
- Typical Project Scope
- Underground utilities: storm, sanitary, water, services, structures, trenching, backfill, restoration.
- Road building: clearing/grubbing, grading, subgrade, base, curb & gutter, sidewalks, paving, striping and restoration (as applicable).
- Municipal coordination: permits, lane closures, inspections, public impacts, and scheduling constraints.
- 3+ years of project management experience (or strong APM-to-PM readiness) in heavy civil, underground utilities, and/or road building.
- Proven experience managing projects from $100K to $5M (municipal and/or private).
- Proficiency with AGTEK (takeoffs, quantities, revisions, modeling/earthwork workflows).
- Familiarity with GPS construction equipment workflows (machine control, layout files/surfaces, troubleshooting).
- Strong understanding of civil means/methods, production planning, and job cost control.
- Ability to read and interpret plans/specs; manage RFIs, submittals, and change orders.
- Valid driver's license and ability to work in field conditions and variable weather.
- Degree in Construction Management, Civil Engineering, or equivalent field experience.
- Experience with DOT/municipal standards, permitting, and public works coordination.
- Proficiency with Bluebeam, Excel, and project management/job costing platforms (e.g., Procore, HCSS, Viewpoint, or similar).
- Cost control and forecasting discipline
- Scheduling and look-ahead planning
- Clear communication with municipalities, inspectors, and utilities
- Detail-oriented documentation and change management
- Practical field problem-solving (utilities, grades, production constraints)
- Team leadership and accountability
- Mix of office and field work; regular jobsite visits required.
- PPE required; must be able to walk uneven terrain and work around active construction operations.
- Occasional extended hours based on project phase, weather, and municipal traffic constraints.
