This position will manage programs to ensure deadlines and compliance with appropriate Local, State, and Federal regulations for resource recovery and solid waste management facilities. Programs managed include coordinating environmental activities with the Authority and with Local, State, and Federal regulatory agencies and interested groups, ensuring performance of best management practices with regards to pollution prevention, ensuring that Environmental Management System (EMS) requirements are established, implemented, and maintained in accordance with Authority policies and procedures;
and performing other comparable environmental field or office work. This position reports to the Environmental Programs Manager and requires reliability, dependability, and accountability in all aspects of the defined role.
- Manage environmental compliance programs in one or more areas of regulated activity, such as air quality, ash management, deep well injection, landfill gas, storage tanks, NPDES stormwater, surface water quality, groundwater quality, greenhouse gas, wildlife and wetlands monitoring, resource recovery, and solid waste management.
- Conduct site compliance audits and submit reports for the Authority’s landfills, transfer stations, resource recovery and other solid waste management facilities.
- Assist with the implementation of EMS aspects identification and ranking procedures for Authority facilities; prepare anannual status report on the performance of the EMS to Department Directors; maintain and distribute EMS-related documents to Authority personnel; and assist facilities with implementing EMS-related programs, such as targets and objectives.
- Accompany regulatory officials on Authority compliance site inspections; respond to regulatory agency and public inquiries with regards to environmental regulations and policies.
- Conduct analytical investigations and respond to incidents of environmental concern at Authority facilities; involved with corrective action and development of best management practices.
- Assist in the preparation and submittal of permit applications, renewals, registrations, and reports for Authority facilities, develop and revise pollution prevention plans and manuals relating to environmental programs.
- Conduct environmental compliance monitoring of air quality, landfill gas, regulated storage tanks, groundwater, surface water, wastewater, deep well injection, wetlands and endangered species.
- Maintain logs of inspection and compliance monitoring activities; manage data and informational management systems with regards to environmental air and water quality(i.e. EAOR, e-GGRT, SWAMP, etc.)
- Evaluate laboratory reports for analytical trends and regulatory compliance.
- Act as Response Team Coordinator for chemical and emergency responses during irregular hours.
- Provide technical support for SWA well maintenance ,water use permit/compliance, hydrogeologic evaluations, and investigative research.
- Perform other related work as required.
The ideal candidate possesses the education and experience listed below.
- Bachelor's degree from a four-year college or university required with major course work in Geology, Biology, Chemistry or Engineering (preferably environmental or civil) or other sciences as applicable for this position.
- Minimum two years related experience, training or equivalent combination of education and experience.
- Master's Degree with thesis can be substituted for related work experience.
- Any combination of training, education and experience that provides the required knowledge, skills and abilities to perform the essential functions of the position.
- Valid Florida Driver’s license required.
