Overview
We are seeking a Bilingual HR Manager to lead human resources functions for a growing construction and engineering firm. This role will partner with leadership to strengthen HR infrastructure, develop policies and programs that support business growth, and ensure a positive employee experience. The ideal candidate will be hands-on with payroll administration, benefits oversight, policy creation, and recruiting, while managing a small HR team.
Responsibilities- Lead development, maintenance, and communication of the Employee Handbook and other core HR policies, ensuring compliance with federal, state, and local regulations.
- Drive the design and implementation of the company’s ESOP (Employee Stock Ownership Plan) documentation, education, and integration with benefits/compensation.
- Oversee payroll processing in Paylocity, ensuring accuracy, timeliness, and compliance; serve as the key Paylocity administrator.
- Manage and mentor one direct report – Payroll Clerk – including performance feedback, training, and cross-training for HR operations.
- Lead full-cycle recruitment, including job postings, applicant screening, interviewing coordination, onboarding, and offer administration.
- Oversee benefits administration including health, dental, vision, retirement, and ESOP communications; partner with carriers and brokers to optimize offerings.
- Serve as the primary HR business partner to managers on employee relations, performance management, organizational change, and workforce planning.
- Ensure compliance with employment law, HR best practices, and recordkeeping standards.
- Support HRIS data integrity in Paylocity and generate HR/payroll reporting for leadership.
- Participate in special projects, HR process improvements, and change initiatives as needed.
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- Bilingual required - Spanish and English
- 5+ years of HR experience with exposure to construction, engineering, or related trades.
- Proven experience managing payroll systems, with Paylocity administration strongly preferred.
- Demonstrated experience developing HR policies, handbooks, and employee communications.
- Benefits administration experience, including retirement plans, health benefits, and ESOP familiarity.
- Strong interpersonal, organizational, and project-management skills.
- Ability to work independently and with leadership on strategic HR priorities.
