Description
SCOPEThe Senior Director will serve as a key organizational representative within the Palm Beach County homelessness system and works collaboratively with community partners to maximize opportunities for individuals experiencing homelessness to access employment, housing, and other resources that support long-term stability.
In collaboration with the Divisional Director, the Senior Director develops, implements, and evaluates policies, procedures, and service delivery practices for the Philip
D. Lewis Center. The Senior Director ensures that services are consistent with low-barrier principles and are delivered in a manner that promotes dignity, safety, accessibility, and equitable access to services.
- 1. Develop and maintain effective relationships with community stakeholders, including individuals experiencing homelessness, community residents and leaders, faith-based organizations, nonprofit organizations, businesses, governmental entities, healthcare providers, housing providers, and other community partners.
- 2. Implement, manage, and provide oversight of shelter and residential programming, including intake and assessment, emergency shelter, case management, employment and training, substance use services, mental health services, medical services, supportive housing, and follow-up services. Ensure that intake and programming operate on Housing First and low-barrier principles.
- 3. Develop and implement person-centered interventions that address barriers to housing retention. Provide training and ensure that programming is grounded in harm reduction, motivational interviewing, rapid rehousing, and trauma-informed care.
- 4. Interview, select, recommend, hire, train, and supervise assigned staff, including Shift Coordinators, LPNs, Case Managers, and Peers. Assign and review work, provide directions, and assist in the investigation and resolution of problems. Document formal supervision according to policy and procedure. Evaluate performance and provide counseling and coaching. Initiate personnel actions such as promotions, transfers, terminations, or disciplinary measures. Maintain positive employee/employer relations and determine current and future staffing levels.
- 5. Maintain relationships with referral agencies, partner agencies, local businesses, and community governing boards addressing homelessness to resolve issues of concern and explore enhancement opportunities.
- 6. Market the program within the community to employers, government agencies, community service organizations, and other groups who may refer to Gulfstream Goodwill Industries. Promote outreach, awareness, and education of the program within the community.
- 7. In collaboration with the Divisional Director, develop program budgets as required. Monitor reports on program statistics including profit/loss statements, payroll and benefit costs, and invoice and revenue flow. Compare results against budget projections and investigate and report on variances.
- 8. Analyze and maintain program statistics to assess effectiveness and identify unmet needs of individuals experiencing homelessness. Benchmark data, review findings with staff, and revise program elements as needed to enhance effectiveness. Review reports to determine where policies and procedures may require change or enhancement.
- 9. Ensure accurate and timely HMIS data entry and data quality and maintain adherence to Continuum of Care and Palm Beach County contract compliance requirements applicable to shelter and housing programs.

D. Lewis Center, ensuring services remain low barrier. - 11. Attend meetings with departmental managers, senior staff, partner agencies, and others concerned with departmental and program issues. Attend internal training sessions as requested.
- 12. Review and approve requisitions for supplies and funds required to fulfill program requirements. Track expenditures to ensure they remain within the program budget.
- 13. Prepare required reports including budgeting, program progress, management, and other specified criteria, and submit as prescribed.
- 14. Participate in investigations by outside agencies such as OSHA, insurance carriers, or others on issues relating to departmental activities.
