Up Island Regional District School Treasurer Job Description
The school district Treasurer is the chief financial custodian responsible for the receipt, disbursement, investment, and reporting of all funds belonging to the School District ensuring absolute adherence to Massachusetts General Laws, district policies and established financial practices. This position is part-time at (0.29).
Responsibilities- Custody & Cash Management:
To serve as the central custodian for all district monies, including the receipt, deposit, and investment of all funds. Manage and monitor cash flows to ensure sufficient funds are available to meet payrolls and vendor warrants. Authorize, sign and issue checks/electronic transfers for payroll and vendor operations based strictly on the School Committee approved warrants. - Debt Management & Borrowing:
Facilitate the borrowing of short-term and long-term funds to support capital assets or building projects. Manage the investment of school funds in accordance with state laws to maximize available revenues through sound fiscal strategies. - Compliance & Reporting:
Reconcile all district bank accounts monthly including operating budgets, grants and student activity funds, in strict compliance with Massachusetts General Laws M.G.L. Chapter 41 & 44, the Department of Revenue, and independent auditors, submit annual Treasurer report to the State, and submit Treasurer financial reports to the towns for the annual report. - Budget Certification:
Certify annual budgetary assessments to the treasurers of the district's member towns. - Regulatory Adherence:
Assure strict compliance with all state and federal laws pertaining to school and municipal finance, such as M.G.L. Chapter 71, section 16A regarding regional district operations. - Advisory &
Collaboration:
Collaborate effectively with the Superintendent, District School Business Manager and other Financial Office personnel.

Accounting/Bookkeeping
- Minimum of 5 years of successful experience in municipal, school-related, or business finance/financial management.
- Knowledge of state laws pertaining to Treasurer's responsibilities (M.G.L. Ch. 41 & Ch. 44) or municipal accounting.
- Strong financial management skills and excellent organizational and communication abilities and analytical skills.
- Bachelor's degree in business or finance and MA Certified Treasurer status is highly desirable and must be bondable.
