Job Summary

The Project Manager assigned to the Chemical Test Division (CTD) at the West Desert Test Center (WDTC) as part of the Mission Support Services (MSS) contract at Dugway Proving Grounds (DPG). Individual must have a Baccalaureate degree in science or engineering from an accredited university and at least five (5) years of project management experience with DOD contracts, preferably chemical or biological defense programs;

or equivalent. Must have experience in leading multidisciplinary teams of chemists, scientists, and/or engineers in the planning and execution of test programs. Must have experience in marketing, identifying customer requirements, developing cost‑effective solutions, leading proposal efforts, preparing cost estimates, planning, and executing multiple projects. Must be experienced in the development and management of work breakdown structures and earned value management measurements.

Must have demonstrated ability in monitoring, reporting, and presenting overall project cost, schedule, and performance to the customer. Must be proficient in using MS® Project or similar project management software.

  • Maintain both formal and informal communications and relationships with clients including responsibility for reports and presentations.
  • Achieve high technical quality in assigned projects.
  • Train less experienced staff in various aspects of research, as assigned.
  • Provide input to management for staff performance evaluations as requested.

Qualifications
  • Baccalaureate degree in science or engineering from an accredited university and at least five (5) years of project management experience with DOD contracts, preferably chemical or biological defense programs; or equivalent.
  • Must have a Secret security clearance.
  • Candidate must be a US Citizen. The selected applicant will be subject to a government security investigation and must meet and maintain eligibility requirements to be placed in a Public Trust Position. In addition, applicant selected may be subjected to qualification in accordance with Army Regulation 50-6, for placement in the U.S. Army Chemical Personnel Reliability Program (CPRP).
  • Flexibility to respond to urgent project requests and/or changing priorities. This position may require a 50‑hr work week.
  • Drug‑free workplace, urine testing for drugs is mandatory.
  • This position involves work near or with toxic and hazardous materials. Must wear seat belts when driving or riding in vehicles on post.
