Job Summary
The BSA Compliance Manager leads BSA Compliance Operations for the credit union, managing BSA Assistant Managers and overseeing Investigators and Specialists to ensure quality, consistency, and regulatory compliance. The manager is responsible for investigative activities, regulatory reporting, and control processes including SAR filings, CTR filings, MIL recordkeeping, and CIP quality reviews. They partner with the BSA leadership team to support the enterprise‑wide BSA/AML/OFAC compliance program and provide guidance to business units on BSA‑related matters, mitigating financial crime risks.
Job DescriptionTo be effective, an individual must perform each job duty successfully, ensuring timely, accurate, and complete filing of all required regulatory reports such as Suspicious Activity Reports (SARs), Currency Transaction Reports (CTRs), FinCEN 314(a) and 314(b) activity, and applicable OFAC reporting.
Key responsibilities include:
- Overseeing the alert‑to‑case and alert‑to‑SAR lifecycle, ensuring appropriate documentation and defensible decision‑making.
- Establishing and maintaining investigation standards, escalation criteria, and disposition frameworks to promote consistency and quality across investigative staff.
- Maintaining and enhancing a quality assurance (QA) program to assess adherence to procedures and drive corrective actions.
- Executing embedded quality control and validation processes, including CIP quality reviews, MIL recordkeeping, and error resolution.
- Leading BSA Compliance team operations, directly managing Assistant Managers who supervise staff performing alert reviews, investigations, SAR filings, CTR filings, CIP quality reviews, MIL recordkeeping, and related regulatory reporting activities.
- Analyzing operational metrics, trends, and risk indicators to identify emerging issues, control weaknesses, and resource constraints; escalating concerns and remediation plans to BSA leadership.
- Coordinating support for regulatory examinations, audits, and internal reviews, including preparation of documentation, metrics, walkthroughs, and management responses.
- Partnering closely with the BSA Program Manager to provide operational feedback on alert patterns, investigative outcomes, and emerging risks that inform monitoring effectiveness and tuning decisions.
- Developing, maintaining, and enhancing internal procedures, playbooks, and job aids related to investigations, regulatory reporting, and operational BSA controls.
- Maintaining current knowledge of BSA/AML, OFAC, and financial crimes regulatory requirements, guidance, and emerging typologies.
Additional duties may be assigned as required.
Knowledge, Skills, and AbilitiesKey requirements include extensive financial and compliance knowledge, sound judgment, confidentiality, and leadership capabilities. Strong analytical, problem‑solving, verbal and written communication skills are essential. Experience in risk assessment methodologies, financial crime detection, and ML/TF risk indicators is required.
Education and Experience- 7+ years direct experience in a financial compliance, fraud, or BSA/AML role.
- 2+ years in a team‑lead or similar role within compliance/fraud/BSA.
- Extensive knowledge of AML‑related issues and the ability to exercise sound judgment.
- Certified Anti‑Money Laundering Specialist (CAMS) preferred.
Manages daily activities of the BSA Compliance team, oversees overall direction, coordination, and evaluation. Operates with autonomy on operational matters, proactively identifies and resolves issues that impact the business, and sets objectives for self and team members. Provides input to strategic planning and implements strategic plans within available resources and operational constraints.
Analytical Thinking & Problem SolvingApplies advanced knowledge of principles, techniques, and theories to create solutions, leveraging data and experience. Gathers and analyzes information at an advanced level, implementing solutions with a short‑to‑medium term view.
Physical Demands / Working ConditionsPhysical demands include the ability to sit, talk, and hear consistently; vision requirements for 20‑inch close vision and 20‑foot distance. Ability to lift up to 10 pounds frequently and up to 25 pounds occasionally. Typical office environment with moderate noise.
Geographic RestrictionsThis job is not eligible to be performed in Colorado or Connecticut, either remotely or in person.
