Performance in this position will be evaluated by the building principal and in accordance with WV State Code §18A-2-12, WV State Board Policy 5314, and Pocahontas County Schools Policy 4220

Salary:
Based on experience and classification in accordance with the Pocahontas County Schools salary schedule.
Job Description:
The Secretary III/Accountant III (Pay Grade
F) is an itinerant service personnel position that provides advanced clerical, secretarial, accounting, and administrative support services for Hillsboro Elementary School and the Pocahontas County Schools Special Education Department. This position is responsible for maintaining financial, student, and program records; processing financial transactions; preparing reports; supporting Medicaid reimbursement activities; maintaining confidential information; assisting with state and federal reporting requirements; supporting Special Education operations;
and promoting the efficient operation of school and county programs.
Qualifications:
High School Diploma, General Equivalent Development Certificate (GED) per West Virginia Code §18A-2-5. Personnel must be or have been classified in this category, or must pass the state prescribed exam for this position per West Virginia Code §18A-4-8e. Criminal background check per WV Code §18-5-15c. The ability to perform the job duties and responsibilities of the position as contained in the Job Description.
Knowledge, Skills, and Abilities:
Knowledge of accounting, bookkeeping, budgeting, and financial recordkeeping procedures. Knowledge of office management and administrative support practices. Knowledge of WVEIS, WVEIS 2.0, Microsoft Office applications, and other educational technology systems. Knowledge of student records management procedures. Knowledge of special education procedures and regulatory requirements, including WVBE Policy 2419 and IDEA. Knowledge of Medicaid reimbursement procedures and documentation requirements for educational services Knowledge of compliance indicators, reporting timelines, and data requirements associated with Special Education and Section 504 programs.
Ability to review records for accuracy, completeness, and compliance with state and federal requirements Ability to organize, prioritize, and manage multiple assignments and deadlines. Ability to analyze information and prepare accurate reports and records. Ability to maintain confidentiality and exercise professional judgment. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with administrators, staff, students, parents, and community agencies.
Essential Duties and Responsibilities:
Provide secretarial, clerical, and accounting support for Hillsboro Elementary School and the Pocahontas County Schools. Serve as receptionist and primary point of contact for visitors, telephone calls, correspondence, and inquiries related to assigned offices. Prepare, proofread, distribute, and maintain correspondence, reports, forms, spreadsheets, records, and other documents. Maintain accurate filing systems and records in accordance with county, state, and federal requirements.
Maintain confidential financial, personnel, student, and special education records in accordance with applicable laws and policies. Process purchase orders, requisitions, invoices, deposits, receipts, reimbursements, budget transfers, and other financial transactions.
