About The Role

Ramsey County is seeking a Purchasing and Contracting Specialist to join its Purchasing and Contracting Expert (PACE) Team. This entry‑level position supports countywide purchasing and contracting by managing procurement processes, competitive solicitations, and contract development while ensuring compliance with federal, state, and county regulations.

Job Type: Full-Time
Salary: $54,283.69–$81,425.54 annually

• Conduct competitive solicitations, including developing scopes of work, evaluation criteria, and pricing matrices.
• Prepare and administer contracts for goods, services, equipment, and grant‑funded projects.
• Ensure procurement activities comply with federal regulations, state statutes, and county policies.
• Maintain official purchasing and contracting records for audits and public data requests.
• Assist with contract administration, including renewals, amendments, extensions, and contractor performance issues.
• Analyze purchasing needs, market trends, and cost‑saving opportunities.
• Coordinate cooperative purchasing opportunities with other government agencies.
• Engage with departments, contractors, and community stakeholders throughout the procurement process.

• Bachelor’s degree in Public Administration, Supply Chain Management, Business Administration, Business Management, Accounting, or a closely related field.
• No prior experience required.
• Equivalent combinations of education and related experience will be considered.
