Civil Engineering, Regulatory Compliance Specialist
We are seeking a Construction Manager/Resident Engineer to oversee construction of complex heavy civil infrastructure projects including pipelines, pump stations, tanks and reservoirs, dams, levees, and groundwater wells. This position serves as the owner’s representative during construction and ensures projects are delivered safely, on schedule, within budget, and in compliance with contract documents and regulatory requirements.
Responsibilities- Manage a team in the successful management of construction activities from preconstruction through closeout.
- Interpret and enforce plans, specifications, permits, and contract requirements.
- Oversee construction of pipelines, pump stations, tanks, dams, levees, and groundwater wells.
- Monitor contractor performance for safety, quality, schedule, and cost compliance.
- Review pay applications, change orders, claims, and time extensions.
- Enforce OSHA safety requirements and environmental compliance (SWPPP, dewatering, excavation).
- Coordinate inspections, testing, RFIs, submittals, and quality documentation.
- Serve as liaison between contractors, engineers, agencies, utilities, and stakeholders.
- Maintain accurate construction records and provide regular project status updates.
- Manage punch lists, testing, commissioning, and final project closeout.
- Be client-facing during project execution, reporting to the client and GEI senior managers on progress, receiving feedback, and coordinating additional client needs to appropriate GEI staff.
- Implement Quality Control, Quality Assurance, and Health and Safety Plans as required by GEI and client policies.
- Support GEI administrative and operations teams with project reporting and invoicing.
- Bachelor’s degree in Civil Engineering, Construction Management, related engineering degree or comprehensive equivalent field experience.
- Minimum 5 years of heavy civil construction management experience.
- Experience with infrastructure projects involving pipelines, pump stations, tanks, dams, levees, or wells.
- Strong knowledge of construction contracts, scheduling, and cost control.
- Ability to read and interpret construction drawings and specifications.
- Excellent interpersonal, communication, writing, team leadership, and conflict resolution skills.
- Strong capability to work remotely and independently while maintaining productivity and motivation.
- Familiarity with MS Office, MS Project, Primavera P6, Procore, and other typical construction management related software.
- Ability to take and pass all GEI required construction safety related training courses.
- Valid U.S. driver’s license.
- Registered Engineer in Training (EIT) or Professional Engineer (PE) in California.
- Registered Certified Construction Manager (CCM) through Construction Management Association of America.
- Public works, water/wastewater, flood control, or utility project experience.
Pay Range For This Position: $40.00 - $80.00/hour
Physical RequirementsFunctional Demands:
Sedentary, Light, Medium, Other. Physical activity requirements include occasional standing, walking, climbing, lifting up to 20 lbs, carrying objects, twisting, reaching forward and overhead for short periods, and moderate keyboard use. Visual acuity of 20/40 or 20/20 may be required. Sensory requirements include minimal to moderate hearing, depth perception, and chemical exposure tolerances. The role may involve uneven surfaces, dust, and exposure to extreme temperatures.
Work hours can vary with occasional overtime and non-standard schedules.
