- Hold a valid West Virginia teaching certificate (required)
- Demonstrated success in grant writing, grant implementation, and project management
- Experience working across multiple districts and with diverse stakeholders
- Strong oral and written communication skills
- Background in rural education, community partnership development, and cross-sector collaboration
- Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3- 10, as appropriate

Superintendent, Morgan County Schools
Terms of Employment: 261 days annually. One-year contract contingent on future external funding. This is for a 1-Year Term.

Evaluation:
Performance will be evaluated by the Superintendent in accordance with WV State Code §18A-2-12, WV State Board Policy 5310, and Morgan County Board of Education Evaluation Policy.
Job Summary:
The Rural Education Coordinator leads regional innovation and implementation efforts, serving as a grant writer, program lead, and partnership builder across Morgan, Berkeley, and Jefferson Counties. This position supports the creation and scaling of projects that enhance student outcomes, develop teacher capacity, and promote cross-district collaboration with public, private, and nonprofit partners.
Essential Job Functions:
- Lead End-to-End Grant Development and Execution:
Research, write, and manage high-impact grant proposals aligned with rural education priorities such as AI integration, career and technical education (CTE) expansion, digital equity, and experiential learning. Ensure post-award compliance, financial tracking, reporting, and sustainability planning. - Oversee Cross-County Program Implementation:
Execute and scale large multi-site initiatives, AI pilot programs, and regional career labs across Morgan, Jefferson, and Berkeley Counties. Responsibilities include hands-on buildout, procurement coordination, scheduling, and live activation. - Deliver Technical Assistance and Field-Based Support:
Provide direct coaching and technical implementation to teachers, principals, and district leaders during pilot rollouts. Troubleshoot logistical, instructional, and staffing challenges to ensure fidelity and success of funded projects. - Lead Regional Stakeholder Engagement:
Build and maintain strong partnerships with local nonprofits, regional foundations (e.g., Steeley, Brady, ARC), institutions of higher education (e.g., Marshall, Penn State), and industry partners to expand funding pipelines and student career pathways. - Design and Pilot Scalable Models:
Launch and iterate small-scale pilots to test innovative solutions in real settings—then analyze data and stakeholder feedback to refine and expand district-wide. - Support Teacher Capacity-Building:
Develop frameworks for professional development including AI microcredentialing, CTE-aligned skill-building workshops, and customized coaching tracks for rural educators. Lead collaborative co-design sessions to align tech tools with classroom needs. - Lead Strategic Communications:
Create compelling grant reports, summary decks, media briefs, and funder-facing narratives that demonstrate return on investment, student impact, and alignment to regional goals. - Advance Federal and State-Aligned Strategy:
Align programs to Appalachian Regional Commission (ARC) priorities, including POWER and ARISE frameworks, and identify matching opportunities across state, federal, and philanthropic funding streams. - Facilitate Regional Planning and Innovation:
