Responsibilities
- Prepare plans, specifications, design drawings and maps for requisitioning land and water reclamation projects.
- Using AutoCAD drafting software, complete detailed drawings for construction projects.
- Prepare engineering cost estimates of reclamation work for bidding (RFQ) and under work directives.
- Assist in determining property acquisition boundaries and calculate land areas and earthwork volumes.
- Provide professional certification of design and construction documents.
- Review in‑house and outside consultant engineering designs, drawings, and specifications to ensure completeness and reclamation objectives.
- Conform to code requirements and design appropriate facilities to meet current water treatment obligations.
- Perform or direct corrections to plans including NPDES applications associated with reclamation projects.
- Make or approve adjustments to reclamation plans as site conditions warrant.
- Review and approve construction inspection reports.
- Project manage OSR projects from inception to completion, including pre‑bid conferences, project addendums, pre‑construction conferences, submittal reviews, payment application reviews, field adjustments, change orders, directing inspection staff, and construction inspections.
- Calculate project quantities for closeout.
- Resolve issues and disputes with contractors and work with private conditions.
- Plan, design, and provide technical assistance for polluted mine drainage treatment facilities to meet applicable water quality standards.
- Cooperate with other state and federal agencies (OSM, EPA, USACOE, DNR, Courts) to complete reclamation and minimize adverse environmental impacts.
- Prepare requisitions, MR‑12 forms, DOH permit applications, and addendums.
- Use AMD‑Treat and AutoCAD software for design of acid mine drainage water treatment facilities to comply with NPDES standards.
- Attend state or federal sponsored training sessions as needed.
- Maintain weekly and monthly work reports, perform impoundment safety inspections per MSHA guidelines.
- Perform other duties as assigned or required.
- Regular attendance is essential.
- Recommended candidates will undergo an annual Motor Vehicle Record (MVR) check prior to hire and annually thereafter.
- The employee must be computer literate and willing to learn AutoCAD and AMD‑Treat.
- Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.
- Knowledge of or ability to learn design of pumping systems for water treatment and sludge pumping/handling systems on AMD‑water treatment projects.
