Engineer – West Virginia Department of Environmental Protection, Division of Land Restoration;
Office of Special Reclamation. Designated Region:
Barbour, Berkeley, Brooke, Doddridge, Gilmer, Grant, Hampshire, Hancock, Hardy, Harrison, Jefferson, Lewis, Marion, Marshall, Mineral, Monongalia, Morgan, Ohio, Pendleton, Pleasants, Preston, Randolph, Ritchie, Taylor, Tucker, Tyler, Upshur, Wetzel, and Wood. Office

Location:

47 School Street, Philippi, WV 26416. This position requires residence within the designated geographic areas and within an hour drive time of the Philippi Office. The employee will work under limited supervision of the Senior Technical Analyst.

Duties
  • Prepare plans, specifications, design drawings and maps for requisitioning land and water reclamation projects.
  • Use AutoCAD drafting software to create detailed construction drawings.
  • Prepare engineering cost estimates for reclamation work to be bid out by RFQ or work directive.
  • Assist in determining property acquisition boundaries, calculate land areas and earthwork volumes.
  • Provide professional certification of design and construction documents.
  • Review in‑house and outside consultants’ designs, drawings and specifications to ensure completeness and compliance with reclamation objectives.
  • Ensure code compliance and design appropriate facilities to meet current water treatment obligations.
  • Perform or direct corrections to plans, including NPDES applications for permits associated with reclamation projects.
  • Make or approve adjustments to reclamation plans as site conditions warrant.
  • Review and approve construction inspection reports, manage OSR projects from inception to completion, including pre‑bid conferences, project addenda, pre‑construction conferences, submittals approval, payment application review, field adjustments, change orders, and construction inspections.
  • Calculate project quantities for closeout.
  • Resolve issues and disputes with contractors, work with private conditions.
  • Plan, design, and provide technical assistance with operation of polluted mine drainage treatment facilities to meet NPDES‑regulated water quality standards.
  • Cooperate with other state and federal agencies (OSM, EPA, USACOE, DNR, and Courts) to complete reclamation and minimize adverse environmental impacts.
  • Prepare requisitions, MR‑12 Forms, DOH permit applications, and addenda.
  • Learn and use AMD‑Treat and AutoCAD software for design of acid mine drainage water treatment facilities.
  • Attend required state or federal sponsored training sessions.
  • Design sludge pumping and sludge handling systems on AMD‑water treatment projects.
  • Investigate complaints and prepare appropriate reports.
  • Maintain weekly and monthly work reports, perform impoundment safety inspections per MSHA guidelines.
  • Perform other duties as assigned or required.
  • Ensure regular attendance.
  • Conduct MVR checks before hiring and annually thereafter.
Qualifications
  • Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.
  • Seven (7) years of full‑time or equivalent part‑time paid engineering experience, with at least three (3) years as a licensed Professional Engineer.
  • Experience must have been acquired after the bachelor’s degree but may have occurred before or after registration as a PE.
  • Computer literate with ability to learn AutoCAD.
