Job Title

Secretary General of the Town Hall

Job Description

Under the direction of elected officials, the Secretary General of the town hall implements the policies developed by the municipal team and coordinates the town's services with its material, financial, and human resources.

Responsibilities include:

welcoming and informing the population, handling civil status, elections, urban planning, and social aid; assisting and advising elected officials, preparing for municipal council meetings, deliberations, commissions, and mayor's orders; overseeing public procurement and subsidies; managing and following up on administrative files (municipal projects, insurance, litigation, etc.); and managing the town's assets and overseeing construction projects.

Required Profile

- KNOWLEDGE:

- understanding the areas of competence of municipalities and their organization;

- knowledge of the status of the Territorial Public Service and the rules of civil status and urban planning;

- knowledge of the regulatory procedures for public procurement and contracts;

- knowledge of the legal rules for the preparation of administrative acts;

- knowledge of the regulatory framework for the operation of public authorities and institutions.

- SKILLS:

- respecting regulatory deadlines;

- managing versatility and priorities;

- verifying the consistency and compliance with the regulatory framework of administrative files;

- preparing and formatting decisions of the municipal council, acts of the mayor, and civil status acts;

- developing and managing a reception system for the population;

- controlling and evaluating the actions of services;

- leading, monitoring, and controlling the activities of agents.

- PERSONAL QUALITIES:

- good communication skills with a high capacity for listening and understanding;

- a sense of public service (deontology and discretion);

- ability to lead teams and managerial skills;

- excellent interpersonal skills.

Legal Basis

Article L332-8, paragraph 7 of the General Code of the Public Service - A contractual employee may be recruited for this position as it is a secretary general of the town hall in a municipality with fewer than 2000 inhabitants. The proposed contract cannot exceed three years, renewable up to a maximum of six years.
