Position Summary

The Behavioral Health Program Manager provides strategic leadership for Pacific Health Group’s Behavioral Health Department by overseeing clinical operations, program development, quality improvement, regulatory compliance, community partnerships, and staff development.

This leader ensures the delivery of high-quality, evidence-based behavioral health services while expanding access to care through innovative community engagement, street outreach collaboration, and integrated care initiatives. The Program Manager partners closely with executive leadership, county agencies, managed care organizations, healthcare providers, and community organizations to strengthen Pacific Health Group’s behavioral health presence throughout California.

Essential Responsibilities:

Clinical Leadership & Program Operations
  • Provide operational and clinical leadership for the Behavioral Health Department.
  • Oversee daily program operations to ensure efficient, high-quality service delivery.
  • Develop, implement, and evaluate evidence-based behavioral health programs.
  • Establish workflows that improve clinical efficiency, quality, and patient outcomes.
  • Monitor clinician productivity, documentation, and caseload distribution to ensure appropriate workloads.
  • Lead interdisciplinary case conferences and provide consultation on complex clinical cases.
  • Support crisis intervention efforts and provide clinical guidance for high-risk situations.
  • Participate in strategic planning and behavioral health program expansion initiatives.
Community Engagement & Street Outreach
  • Lead behavioral health community outreach initiatives that increase access to services for underserved populations.
  • Collaborate with Pacific Health Group’s Street Outreach, Community Health Worker (CHW), Enhanced Care Management (ECM), Community Supports (CS), and Care Coordination teams to provide integrated, whole-person care.
  • Build and maintain partnerships with county behavioral health departments, hospitals, Federally Qualified Health Centers (FQHCs), managed care plans, community-based organizations, shelters, schools, and other referral partners.
  • Represent Pacific Health Group at community meetings, provider collaboratives, networking events, behavioral health coalitions, and community health fairs.
  • Identify service gaps and develop outreach strategies that improve access to behavioral health services.
  • Support new county expansion efforts through community engagement and partnership development.
  • Promote culturally responsive, trauma-informed, and person-centered care across all outreach initiatives.
Clinical Supervision & Staff Development
  • Provide clinical supervision and mentorship to licensed and associate clinicians.
  • Support differential diagnosis, treatment planning, documentation, and evidence-based interventions.
  • Develop onboarding programs and ongoing education for behavioral health staff.
  • Conduct performance evaluations, coaching sessions, and professional development planning.
  • Foster a culture of accountability, collaboration, innovation, and continuous learning.
  • Assist with recruitment, interviewing, hiring, and retention of behavioral health staff.
